Current on-site location is in Alexandria, VA (Relocating to Falls Church, VA in Q2 2027)
Connected Logistics is seeking a highly skilled and versatile Task Order Manager/Data Architect, EOIR to lead a critical Enterprise Data Infrastructure (EDI) contract for the Department of Justice (DOJ) Executive Office for Immigration Review (EOIR). This is a high-visibility, dual-hatted Key Personnel role that requires a unique blend of executive-level program management and deep technical expertise in data architecture.
The ideal candidate will plan, initiate, and manage this complex information technology project, serving as the primary liaison between the business and technical aspects of the EOIR mission. Simultaneously, they will design strategies for enterprise database systems, set standards for operations and security, and lead a team in the continuous improvement of EOIR's enterprise data infrastructure.
This position is contingent upon contract award and Government approval. The selected candidate is expected to serve as Key Personnel following award.
Key Responsibilities:
Program & Task Order Management
  • Plan, initiate, and manage all activities for the EOIR EDI task order, serving as the primary liaison to the Contracting Officer (CO) and Contracting Officer Representative (COR).
  • Lead and guide the work of technical staff, providing daily supervision and ensuring all deliverables are completed on time, within budget, and to the highest standards.
  • Plan project stages and assess business implications for each stage, developing critical program documentation, including the Task Order Management Plan, Quality Control Plan (QCP), Transition Plans, and Telework Management Plans.
  • Monitor progress to ensure deadlines, standards, and cost targets are met on a Firm-Fixed-Price (FFP) contract.
  • Coordinate seamlessly with other department contract staff to ensure fully integrated IT support for EOIR.
  • Lead a cross-functional team of data infrastructure, engineering, governance, analytics, search, cybersecurity, and quality professionals.

Enterprise Data Architecture & Technical Leadership
  • Design strategies for enterprise database systems and establish technical standards for data operations, development, interoperability, performance, and access-control implementation across on-premises, cloud, and hybrid environments.
  • Design and construct data pipelines, ingestion processes (ETL/ELT), and data transformation rules, ensuring adherence to Government-approved data standards.
  • Establish data architecture standards and provide technical direction, design review, and oversight for data pipelines, ingestion processes, ETL/ELT workflows, transformation rules, and source-to-target traceability implemented by the engineering team.
  • Guide the integration and governed use of approved enterprise data sources across existing on-premises, cloud, and hybrid environments, including logical views, APIs, pipelines, data stores, and semantic models, as applicable.
  • Lead integrating new systems with existing warehouse structures and refine system performance and functionality, guiding the continuous improvement of the EOIR data estate.
  • Drive the delivery of analytics, recurring/ad hoc reporting, and executive dashboards (utilizing tools such as Microsoft Power BI).
  • Enhance enterprise search and unstructured data discovery capabilities while ensuring strict compliance with access controls, DOJ, FISMA, and FedRAMP security requirements.
  • Lead enterprise data governance and quality management efforts, including the creation of metadata, data dictionaries, and data lineage documentation.
  • Lead current-state assessments of data infrastructure, management, governance, quality, analytics, reporting, and enterprise search capabilities; identify gaps and risks; and develop technology-neutral, mission-focused, and cost-conscious improvement roadmaps.

Requirements
  • Bachelor's degree in Computer Science, Information Technology, Data Science, Systems Engineering, or a related technical discipline (Master's degree preferred).
  • Must be able to obtain and maintain a DOJ Public Trust level security clearance (candidates with an active or recently active Public Trust or higher clearance are strongly preferred).
  • Minimum of 8-10 years of progressive experience in enterprise IT, with at least 5 years specifically acting as a Data Architect, Data Engineer, or Enterprise Architect.
  • Minimum of 5 years of experience in IT Project/Program Management, preferably managing Firm-Fixed-Price (FFP) Federal contracts.
  • Proven Capabilities Demonstrated experience producing or leading enterprise data architectures and technical standards; data dictionaries, metadata catalogs, and lineage documentation; data-quality assessments and remediation plans; dashboards, performance measures, and executive reporting; enterprise-search assessments and improvement recommendations; current-state assessments and capability roadmaps; and Task Order Management Plans, Quality Control Plans, transition plans, and monthly status reports.
  • Required Certifications Project Management Professional (PMP) certification is required.
  • Technical Certifications At least one active, major technical certification is highly desired (e.g., Certified Data Management Professional (CDMP), AWS Certified Data Engineer, Microsoft Certified: Azure Data Engineer Associate, or AWS/Azure Solutions Architect).
  • Technical Skills Deep understanding of modern data ingestion (ETL/ELT), data governance platforms, enterprise search technologies, and business intelligence tools (specifically Microsoft Power BI).
  • Soft Skills Exceptional written and verbal communication skills; ability to translate complex technical data concepts to non-technical Government executives.

Total Rewards Statement
