Overview
Job Title: Program Manager
Location: Quantico, Virginia
Rivet Operations Company is looking for a Program Manager (PM) to provide overall leadership, management, and oversight for contract operations supporting the Marine Air-Ground Task Force (MAGTF) Staff Training Program (MSTP). This role is responsible for planning, organizing, directing, coordinating, and monitoring all aspects of contract performance in support of Marine Corps training exercises, operational planning events, and warfighting readiness initiatives.
The PM serves as the primary interface between contractor personnel and Government leadership, including the Contracting Officer, Contracting Officer Representative (COR), and Program Management stakeholders. The position ensures successful execution of training support requirements across all phases of Marine Expeditionary Force Exercises (MEFEX), including planning, preparation, execution, and feedback activities.
This role requires strong operational leadership, program management expertise, and the ability to manage geographically dispersed teams supporting mission-critical training events both at Marine Corps Base Quantico and remote exercise locations.
Key Responsibilities
• Lead and manage all aspects of contract performance supporting the MAGTF Staff Training Program (MSTP) and Marine Expeditionary Force Exercise (MEFEX) activities.
• Serve as the primary interface between contractor personnel and Government stakeholders, including the Contracting Officer, COR, and program leadership.
• Plan, coordinate, and oversee program operations, staffing, scheduling, resource allocation, reporting, and execution of training support activities.
• Direct contractor personnel supporting exercise planning, preparation, execution, after-action reviews, and operational support events.
• Manage geographically dispersed teams, Site Managers, and Site Leads to ensure responsive and effective mission support across multiple locations.
• Assess operational requirements, implement approved contract modifications, and ensure compliance with contract objectives, quality standards, and performance expectations.
• Monitor program performance, identify risks, resolve operational issues, and drive continuous process improvements.
• Support travel-intensive and short-notice operational requirements associated with Marine Corps training and exercise support missions.
Requirements
Required Qualifications
• Bachelor's degree from an accredited college or university.
• Minimum of 8-10 years of program management, operations management, military training support, or related experience.
• Experience managing complex government contracts and multi-functional teams.
• Knowledge of Department of Defense (DoD) or U.S. Marine Corps operational training environments.
• Experience supporting military exercises, simulations, operational planning, or training programs.
• Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
• Strong leadership, communication, organizational, and problem-solving skills.
• Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
• Proficiency with Microsoft Office Suite and program management tools.
Preferred Qualifications
• Project Management Professional (PMP) certification or equivalent program management certification.
• Prior military experience or direct support to Marine Corps or Joint operational training programs.
• Experience supporting MAGTF operations, MEF exercises, or large-scale training events.
• Knowledge of Marine Corps doctrine, operational planning processes, and training systems.
• Experience managing geographically dispersed teams and travel-intensive operations.
Security:
Requires the applicant to possess and maintain an active secret security clearance for the position. Eligibility requirements include US citizenship.

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
