The Position The Public Works Department is responsible for the operation and maintenance of the City's infrastructure, including public buildings, streets, and other public rights-of-way. This is a great opportunity to contribute to the community and be part of a team that keeps the City running smoothly. The Facilities Section is responsible for maintaining and repairing City buildings and pools, including work on HVAC, plumbing, electrical systems, and structural finishes.
The Paving Section focuses on essential street maintenance, such as pothole repair, paving, sidewalk grinding, and storm drain clearing. The Streets Section supports the cleanliness and safety of public areas through street sweeping, graffiti removal, and maintenance of signage, fences, and other right-of-way assets. Definition: Under immediate to general supervision, performs a variety of routine to complex, skilled and semi-skilled maintenance activities and functions related to the minor construction, modification, maintenance, repair, and operation of City infrastructure, including streets, structures, street signs and striping, curbs and sidewalks, traffic medians, rights-of-way, street sweeping, parking meters, parks, athletic fields, irrigation systems, and other City facilities, infrastructures, and landscaped areas; and performs related duties as assigned.
Distinguishing Characteristics: Maintenance Worker I: This is the entry-level classification in the Maintenance Worker series. Initially under close supervision, incumbents learn City infrastructure, systems, and facilities, use of tools and equipment, and a wide variety of practices and procedures. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.
Positions at this level usually perform most of the duties required of the positions at the Maintenance Worker II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Maintenance Worker II: This is the journey-level classification in the Maintenance Worker series. Positions at this level are distinguished from the Maintenance Worker I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions at this level provide lead direction to lower-level staff. Positions in the Maintenance Worker class series are flexibly staffed; positions at the Maintenance Worker II-level are normally filled by advancement from the Maintenance Worker I-level; progression to the Maintenance Worker II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance and completion of competency requirements; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Maintenance Worker II-level. Supervision Exercised and Received: Receives immediate (Maintenance Worker I) to general (Maintenance Worker II) supervision from assigned supervisory or management personnel.
Exercises no direct supervision over staff. Duties and Responsibilities Examples of Typical Job Functions: The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity. Positions at the I-level may perform some of these duties and responsibilities in a learning capacity.
When performing the streets/pavement maintenance assignment: Breaks and removes pavements/asphalts; digs, shovels, hauls, and loads soils, sand, gravel, cement, asphalt mixes and other materials, tools, and equipment; sweeps and shovels debris and litter, carries cans and heavy objects, loads trucks, and empties loads; operates paving equipment and other machines; cleans up work sites upon completion of job. Operates, inspects, and performs minor maintenance of a variety types and sizes of trucks and motorized equipment, such as dump trucks, tractors, skip loaders, bobcats, backhoes, front loaders, jackhammer, and other power tools; inspects vehicles and reports maintenance needs as required. Perform cleanup operations of homeless encampments; including demolish buildings/shelters storing clothing, debris, and other physical items; perform sanitation, abatement, and restoration duties.
Installs signal lighting; re-lamps pedestrian and traffic signals; maintains, services, and repairs all types of lighting standards and electrical circuits; may perform minor repairs to the fiber optic system. When performing the facility services maintenance assignment: Performs skilled inspection, maintenance, and repair of buildings, structures, and facilities; diagnoses, troubleshoots, and repairs building systems, fixtures, and structures. Inspects City premises for graffiti vandalism, uses appropriate chemicals and high-pressure equipment to remove graffiti.
When performing the parks and landscaping maintenance assignment: Operates and maintains specialized vehicles and a variety of light, medium, and heavy equipment and hand and power tools related to the maintenance, and repair of City open spaces, parks, landscape areas, and related facilities. When performing all assignments: Operates hand and power tools and equipment relevant to job function/assignment; may include welding, griding, and fabrication work. Qualifications Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to the completion of the twelfth (12th) grade. Experience: Maintenance Worker I: One (1) year of experience in construction, maintenance, and/or repair of streets, structures, street signs and striping, curbs and sidewalks, traffic medians, rights-of-way, parks, and/or related facilities, systems, equipment, and landscape areas.
Maintenance Worker II: Two (2) years of increasingly responsible experience performing construction, maintenance, and/or repair of streets, structures, street signs and striping, curbs and sidewalks, traffic medians, rights-of-way, parks, and/or related facilities, systems, appurtenances, and landscape areas equivalent to Maintenance Worker I with the City of San Leandro. Licenses and Certifications: Possession and continued maintenance of a valid class "C" California driver's license if operating a motor vehicle is necessary to perform the essential functions of the position. Maintenance Worker I: When assigned to Streets/Pavement Maintenance, may require possession by the end of probationary period and continued maintenance of a valid Class "B" California Driver's License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
Maintenance Worker II: When assigned to Streets/Pavement Maintenance, may require possession of a valid Class "B" California Driver's License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment. When assigned to Parks and Landscaping Maintenance, may require possession of a Certified Pesticide Qualified Applicator Certificate issued by the California Department of Pesticide Regulation, to be maintained throughout employment.
