Job description

The Project Control Specialist is responsible for the implementation and execution of project controls related work on strategic construction projects. Responsible for the scheduling and cost functions of the project from the development phase through to final project close-out. This includes, but is not limited to, project progress measurement, schedule analysis, cost forecasting, preparation and input of updated cash flow forecasts, and for contract oversight and administration as needed. This position is remote in Iowa or Wisconsin, with some office or job site visits.

ACCOUNTABILITIES:
These accountabilities are not intended as a complete list of specific duties and responsibilities and does not limit or modify the right of any supervisor to assign, direct, and control the work of employees assigned to this job.

Primary Accountabilities:
  • Interfaces with Project and Corporate teams on all items related to the execution of the project and/or program.
  • Acts as the lead resource (subject matter expert) on all project controls related items, including compliance with project specific contractual/commercial terms.
  • Provides training to company and partner users as necessary to support the effective implementation of contractual scheduling and reporting requirements as well as oversight on training for the use of the Document Management System.
  • Prepares and maintains a detailed project estimate and ongoing forecast.
  • Ensures the forecast reflects current assessed risks, pending change orders, and contingency.
  • Ensures the corporate outlook models are accurately updated to reflect the current forecast.
  • Monitors and provides early identification and communication of cost performance related to approved amounts from internal and external entities.
  • Interfaces and coordinates with corporate accounting and finance to ensure proper project accounting and forecasting.
  • Provides guidance on the use and function of the company’s Document Management System (Unifier) including transmittals, submittals, Requests for Information (RFI), letters, faxes, emails, electronic filing and similar tasks.
  • Performs detailed schedule reviews and analysis to monitor compliance with contractual dates and to validate progress is accurately reflected and reported.
  • Advises the project team of areas where performance indicates concern and recommend solutions.
  • Monitors leading indicators of project risks and communicate to project team, as well as work to resolve the issue.
  • Provides detailed action plans as necessary to support the construction effort.
  • Performs quantity takeoffs as needed to validate estimates, pricing submissions and progress.
  • Interfaces as necessary with vendors, contractors, suppliers, and other service providers to ensure accuracy of cost and schedule data. Supervision.
  • Performs work under the supervision of a Manager.

QUALIFICATIONS:
The requirements listed below are representative of the experience, knowledge, skills and/or abilities required to perform this job.
Educational Requirements:
Education Level Field of Study Required/Preferred Bachelor's Degree Emphasis in business, technical, engineering, construction, project management or related area.
Preferred Required Experience:
  • Prior experience in project controls of major projects or related experience.
  • Experience with cost and work-hour resource loaded schedules for progress and payment measurement.
  • Experience with and Earned Value Management System to measure project progress and performance.
  • Hands-on experience with Oracle Primavera P6 scheduling software including resource assignments and progress calculations.
  • Experience with Oracle Primavera Unifier preferred.
  • Experience with UIPlanner corporate financial modeling system.

Knowledge, Skills, and Abilities:
  • Knowledge of technologies and systems related to construction document control and management practices.
  • Ability to analyze problems of moderate to complex nature and implement effective solutions.
  • Ability to exercise sound judgment, flexibility, initiative and commitment in an environment of rapid change.
  • Demonstrated effective interpersonal, verbal, and written communication skills.
  • Ability to effectively communicate with internal stakeholders and external agencies.
  • Knowledge of electric and steam generation operations preferred.
  • In-depth knowledge of construction contracting methodologies including EPC, Lump Sum, Unit Price, Time and Material, Cost plus, etc.
  • Ability to interpret contract terms and apply them to different scenarios to determine entitlements during project execution, and the ability to negotiate change orders.
  • Understanding of corporate financial reporting requirements.
  • Ability to work effectively in a diverse and inclusive work environment.
