APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE*** Job Summary The Department of Conservation and Natural Resources (NDCNR), protects, manages, and enhances the State's resources to provide the highest quality of life for Nevada's citizens and visitors. The NDCNR with over 900 employees consists of the Director's Office and the following divisions and programs: Environmental Protection, Forestry, State Lands, State Parks, Water Resources, Outdoor Recreation, Natural Heritage, State Historic Preservation Office, Off-Highway Vehicles, Sagebrush Ecosystem, and the Conservation Districts Program.

The Department also provides support staff to the Nevada Tahoe Regional Planning Agency and has responsibility for numerous Boards, Commissions, and Councils. The Department has locations and/or provides program services in every community of the State. The Nevada Department of Conservation & Natural Resources, Division of Water Resources (NDWR) seeks a Human Resources Analyst 1 to join their team.

This very busy position is responsible for all human resources and payroll functions for the Division. Key duties include oversee preparation of and provide review of any HR related documents including but not limited to the managing the division's progressive discipline process; providing guidance regarding the FMLA, ADA, and Catastrophic Leave programs; monitoring and ensuring compliance with the employment of non-classified positions; representing the Division at meetings or hearings as assigned; providing policy direction and rules interpretation; coordinating and participating in career fairs, developing, revising, and updating Division policies; and preparing and maintaining reports. The incumbent will perform recruiting activities including the development of position announcements that comply with federal, state, and local employment laws and regulations, and department policies.

The incumbent will also provide training and assistance to employees and supervisors, as needed, on HR related topics. The ideal candidate is detail-oriented; has good writing skills; is a solution-orientated problem solver; requires minimal supervision; is disciplined with high professional standards; is a team player comfortable working within a multicultural team; has a positive and proactive attitude and enjoys working with people. This position serves as an HR generalist and as such requires professional judgment, high-level analytical skills and independent decision making to ensure compliance with state and federal policies while supporting the agency's workforce.

The selected candidate must be able to pass a criminal background check. This position is full-time and in-person only, at our Carson City location. Human Resources Analysts perform professional Human Resources functions for the central Human Resources Department or perform comprehensive Human Resources functions for a state department, division, or agency.

Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing, and payroll. Essential Qualifications Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field; OR three years experience as a Human Resources Technician III in Nevada State service; OR an equivalent combination of education and experience. Job Duties Incumbents plan and implement recruitment and examination activities.

Incumbents review positions and recommend appropriate classification and compensation levels. Incumbents make presentations before a variety of hearing bodies. Incumbents provide advice to department management, line departments, or employees on policy and rule interpretation.

Incumbents investigate employee complaints and recommend alternative solutions. Incumbents conduct research, prepare reports, and present findings. Incumbents perform related work as required.

Under direction, Human Resource Analyst 1s perform entry level professional Human Resource work as described in the series concept in one or more functional areas in the State Human Resources Department or a State agency. Work may involve overseeing student employment, payroll, recruitment and selection, policy development, classification research and analysis, training, affirmative action coordination, providing guidance and counseling to employees and management, and may serve as a Human Resource generalist for a section, small division, or geographic area of the state for an agency. Knowledge, Skills, and Abilities Knowledge of: principles, practices, methods of public Human Resource administration, of classification, pay, recruitment, examination, selection, performance standards and evaluation, and training.

General knowledge of: the methods of research and analysis. Skill in: written English sufficient to compose routine business correspondence and reports; analyzing Human Resource problems and recommending solutions; effectively interacting with all levels of employees and management.
