Job description

SUMMARY:
Under general direction, coordinates and administers the employee benefit programs for Brown University Health and its partners.Participates in review, analysis and recommendations for new programs or changes to existing programs. Communicates and interprets plan elements and resolves employee-specific coverage questions or concerns.

RESPONSIBILITIES:
As member of local human resources client service team, provides for customer-focused services to an assigned affiliate site to respond to employee questions or concerns regarding plan provisions, options, contribution rates; system and affiliate-specific policies and procedures, and where applicable provisions under collective bargaining agreements.

Provides for on-site processing of benefits enrollment and changes to existing coverage.

Supports the Human Resources Generalists in the interpretation of system and affiliate-specific benefits plans, related policies and procedures, as well as government regulations affecting benefits plans and rights of employees.
Ensures timely input of employee benefits information into human resources information system, ensuring accuracy, completeness and validity of employee master file data.

Ensures the timely electronic transfer of eligibility and enrollment information to vendors.

Prepares and maintains records of activities; recommends changes to processes and procedures to maximize effectiveness and efficiency of activities.
Maintain and administers the employee benefits programs and policies for Brown University Health and its partners.

Participates in the investigation, analysis and recommendation of program alternatives.

Reviews market survey data to assess competitive position in market. Develops cost data on new or modified plan elements.

Recommends changes to maximize cost-benefit.
Develops and implements communications plans to present new or revised programs for group or individual presentations, including preparation or acquisition of collateral materials such as brochures, plan summaries, fact sheets, handouts, newsletter articles, posters and the like.

Coordinates on-site vendor presentations to provide more detailed information to employees on program specifics.

Participates in new employee orientation program to present benefits information.
Responds to employees' and site representatives' questions regarding individual eligibility, current coverage, options, contribution rates. May prepare or coordinate the preparation by others the development of employee-specific statements depicting options and associated costs, quarterly statements of benefits summaries of activity, and the like.
Provides retirement counseling to employees, calculates anticipated benefit. Prepares and processes retirement enrollments; ensures timely processing of monthly benefit to retiree or designee.
Prepares and maintains related records and reports of plan participation rates, calculates expense and provides for wire transfer of monies to appropriate vendor.
Prepares and reviews variety of statistical reports of data and dollars, including budget variances. Audits vendor billing and payment reports to ensure accuracy and completeness of information.
Analyzes need for computerized reports and identifies ability to provide same through Human Resources Information Systems; prepares report specifications and ensures timely testing and verification of data between vendor and Human Resources Information Systems.
Ensures timely and accurate preparation of various required filings, reports and plan summaries in compliance with outside regulatory agencies. Provides assistance to internal/external auditors to clarify information.
May assist in preparing and updating the department benefits administration manual modules and Human Resources Information System user documentation related to benefits procedures.
Maintains knowledge of trends and of legislation and regulations affecting benefits by reading appropriate literature and attending and participating in conferences or seminars and recommends action as appropriate to maintain compliance.
Participates in or leads various committees, task forces and quality improvement teams as needed.
MINIMUM QUALIFICATIONS:
Associate's degree in human resource management, industrial relations, business administration or related field, or the equivalent.


EXPERIENCE:


At least three years progressively more responsible related experience, including demonstrated familiarity with variety of benefits plans, including qualified and group insurance, and thorough knowledge of applicable regulatory requirements.
Work is performed in a typical office setting, involving prolonged sitting as well as standing and walking.

Pay Range:

$64,480.00-$106,412.80
