LTS is seeking an experienced high-caliber Technical Project Manager to lead day to day execution of a major AI-powered modernization initiative within the Department of Veterans Affairs (VA) health portfolio. This role will oversee the planning, coordination, execution, and delivery of complex AI-powered modernization efforts supporting mission-critical healthcare systems and enterprise transformation initiatives across the VA environment. This role will serve as the operational lead that will oversees AI/ML engineers, legacy healthcare systems specialist, DevSecOps practitioners, agile delivery teams, and cybersecurity professionals operating inside a federal governance environment.

The ideal candidate bridges deep AI and modern engineering fluency with the discipline required to operate in a FedRAMP/ATO environment under VA's established IT governance and approval frameworks. Additionally, the ideal candidate will possess strong (VA) VistA knowledge, leadership, stakeholder management, and program delivery experience within large-scale federal healthcare or enterprise IT programs. This individual will work closely with internal leadership, government leadership, technical teams, architects, product owners, and operational stakeholders to ensure successful delivery of modernization initiatives involving legacy healthcare systems, enterprise integrations, infrastructure transformation, and Agile delivery environments.

What You'll Do:

  • Lead and manage AI IT modernization projects supporting VA healthcare and enterprise transformation initiatives, ensuring delivery teams leverage AI platform outputs to accelerate analysis, documentation, and development.
  • Coordinate cross-functional teams including AI/ML engineers, prompt engineers, legacy system specialists, development, infrastructure, cybersecurity, integration, and operations personnel across concurrent workstreams.
  • Develop and manage integrated program plans, schedules, resource allocations, risks, and deliverables across both an AI platform team and a modernization delivery team operating on overlapping timelines.
  • Facilitate Agile sprint execution across multiple concurrent scrum teams, including sprint planning, backlog refinement, sprint reviews, and retrospectives, ensuring AI-generated analysis is embedded in backlog development and acceptance criteria.
  • Track project progress, milestones, dependencies, sprint velocity, and budget considerations to ensure successful execution and on-time delivery of program proof points.
  • Support modernization efforts involving legacy VistA/MUMPS-based systems and enterprise healthcare applications.
  • Provide informed oversight of AI platform activities including legacy code ingestion, dependency mapping, workflow generation, and business rules extraction, ensuring platform outputs directly accelerate modernization delivery.
  • Operate within VA's Veterans-focused Integration Process (VIP) framework, aligning sprint delivery, artifact production, and approval sequencing to VIP phase gates throughout the program lifecycle.
  • Collaborate with government leadership and program stakeholders to align project execution with mission objectives and strategic priorities.
  • Identify, manage, and mitigate project risks including those specific to AI-assisted delivery such as model output reliability, dependency mapping gaps, and data lineage requirements in federal environments.
  • Ensure compliance with VA, federal, and organizational governance, reporting, and documentation requirements, including DevSecOps standards, CI/CD pipeline governance, and VA development approval processes.
  • Facilitate status meetings, executive briefings, sprint reviews, and stakeholder communications, translating complex technical and AI delivery progress into mission-impact language for VA leadership.
  • Support change management, process improvement, and operational transition activities, ensuring modernization outcomes are positioned for sustained VA adoption beyond the pilot period.
  • Develop and maintain project documentation including program plans, schedules, risk registers, meeting minutes, action trackers, executive reports, and VA governance artifacts required at each phase gate.
  • Drive continuous improvement initiatives focused on delivery excellence, AI output quality, team collaboration, and establishing reusable modernization patterns for future program application.
  • Coordinate ATO and FedRAMP planning activities from program inception, tracking SSP progress, ISSO engagement, security control mapping, and evidence collection so that accreditation is not a late-stage blocker.
  • Serve as the primary technical point of contact for day-to-day VA program office interactions, coordinating upward with executive leadership for strategic and client relationship matters.
  • Serve as the senior VistA technical authority, providing strategic direction and governance across solution design, implementation, and product development.
  • Lead SMEs, validate technical approaches and deliverables, and ensure the integrity, quality, and alignment of all outputs with customer objectives.

What We're Looking For:

  • Bachelor's degree in Computer Science, Business, Information Technology, Healthcare Administration, Engineering, or related discipline.
  • 10+ years of technical project or program management experience supporting enterprise IT or healthcare modernization initiatives, with at least 3 years leading AI, ML, or intelligent automation delivery programs.
  • Demonstrated experience managing complex federal government IT programs, preferably within the VA or a major federal health agency with direct exposure to federal IT governance frameworks. Consideration will be given to experience within healthcare environments.
  • Strong understanding of Agile methodologies, Scrum practices, and hybrid project delivery models.
  • Fluency with AI/ML project lifecycles, model development, model development, prompt engineering pipelines, LLM-based applications, and AI platform integration into agile delivery workflows.
  • Fluency with VA VistA architecture, clinical and administrative workflows, MUMPS/FileMan-based development, system integration patterns, and VistA modernization efforts within agile delivery environments.
  • Experience supporting VA healthcare systems, VistA, CPRS, or VA Electronic Health Record modernization initiatives.
  • Familiarity with MUMPS-based healthcare systems and legacy modernization programs.
  • Experience managing technical teams supporting software development, infrastructure, integration, or cloud modernization initiatives.
  • Strong Agile/Scrum delivery background with experience managing concurrent scrum teams in federal environments. Coupled with Experience with DevSecOps in federal environments: CI/CD pipeline governance, branching strategies, automated security scanning, and alignment to VA or DoD DevSecOps standards.
  • Strong organizational, communication, and stakeholder management skills.
  • Experience managing project schedules, risks, dependencies, and reporting activities.
  • Ability to communicate effectively with both technical and executive-level stakeholders.
  • Experience using project management and collaboration tools such as Jira, Confluence, Microsoft Project, Azure DevOps, or similar platforms.
  • Ability to obtain and maintain a VA Public Trust clearance.

Nice to Have:

  • Experience supporting large-scale digital transformation or enterprise modernization efforts.
  • Knowledge of federal healthcare interoperability standards including HL7 and FHIR.
