EADGE-T provides the United Arab Emirates with an integrated air and missile defense and air battle management capability that connects sensors, weapons, and command-and-control technologies into a unified operational system.
As part of the Technical Refresh effort, we're modernizing the platform through hardware upgrades, foundational infrastructure improvements, and enhanced cybersecurity capabilities-creating the foundation for future mission capabilities and system growth.
This is an opportunity to work alongside a diverse engineering team while partnering directly with an international customer to deliver the next generation of mission-critical capability.
THE WORK
As the Engineering Program Manager (EPM), you will lead the technical execution of the EADGE-T Technical Refresh program, ensuring successful delivery of engineering, integration, and deployment activities from development through customer transition.
You will provide leadership across systems engineering, software, integration, infrastructure, cybersecurity, and test organizations while maintaining accountability for technical execution, schedule performance, and operational readiness.
Key Responsibilities
  • Lead technical execution of the EADGE-T Technical Refresh program, ensuring engineering activities are delivered on schedule and aligned with technical, cost, and customer commitments.
  • Manage the Integrated Master Schedule (IMS), technical business rhythm, and cross-functional engineering coordination to drive successful program execution.
  • Lead systems engineering activities, including system architecture, requirements management, interface definition, verification planning, and technical baseline management.
  • Direct system integration, test, certification, and checkout activities, ensuring solutions are validated and ready for customer deployment.
  • Establish and maintain disciplined engineering processes, including configuration management, change control, verification and validation, and compliance with applicable industry and export control requirements.
  • Serve as the primary technical interface with program leadership, the UAE customer, subcontractors, and certification authorities, communicating program status, technical decisions, risks, and execution progress.
  • Lead transition planning and deployment activities, including technical documentation, training, sustainment planning, and post-deployment support to ensure long-term operational success.

Standard Job Description: Accountable for overall engineering technical, cost and schedule performance on a specific program. Provides primary Tech Ops interface with Program Management (PM) Office/Customer for all programmatic items on a specific program.Responsible for identification and closure of technical issues.Meets/Exceeds all technical commitments made to the programs.Tracks Estimated time to Complete/Earned Value Management (ETC/EVM) Metrics to monitor program performance and identify technical or Tech Ops staffing risks, while managing cost/schedule.Ensures requirements baseline in documents, tracked, maintained, and verified.Ensures establishment and tracking of key Technical Performance Measures (TPM).Provides timely and accurate projections of engineering resource requirements.Works with PM to ensure GRID is up to date. Works closely with first and second line functional leaders to identify and secure appropriate staffing, coordinates with the PM office and first line managers on proposed engineering staffing changes prior to changes.
Basic Qualifications
  • Exceptional verbal, written, and presentation communication skills with internal teams, senior leaders, and external customers.
  • Proven ability to lead large, multidisciplinary teams, prioritize competing requirements, and drive program execution to meet customer objectives.
  • Demonstrated hands-on systems-engineering experience covering architecture, requirements allocation, design, integration, test, and the full product lifecycle.
  • Prior engineering-leadership role delivering complex development programs, using metrics, processes, and tools to drive results.
  • Strong interpersonal skills; ability to build effective working relationships across functional boundaries.
  • Experience leading teams that generate technical deliverables (requirements documents, ICDs, test plans, validation reports).
  • Demonstrated risk-management and stakeholder-engagement capabilities.
  • Experience with Earned-Value Management (EVM) and program budgeting / cost baseline ownership.
  • Familiarity with export-control regulations (ITAR/EAR) and experience interfacing with certification authorities or governmental review boards.
  • Proficiency with modern project-tracking tools (e.g., Jira, Confluence, Microsoft Project, Primavera) and basic data-analysis/reporting skills.

Desired Skills
  • Full-spectrum leadership experience, including strategic direction for multinational engineering teams.
  • Direct experience with Command-and-Control (C2), Air Battle Management, or related system-infrastructure programs.
  • Advanced Earned-Value and incremental planning expertise (e.g., CPI, SPI analytics).
  • DevSecOps experience: CI/CD pipelines, secure coding standards, automated testing, and configuration management.
  • Proven track record coaching, mentoring, and developing critical skills of junior and senior engineers.
  • Experience refining existing engineering processes or creating new ones to support a transitioning team (e.g., the UAE TRP1 engineering team).
  • Model-Based Systems Engineering (MBSE) experience with tools such as Cameo, MagicDraw, or IBM Rational.

Pay Information
Full-Time Salary Range: $129000.00 - $239600.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
