PURPOSE: Manages all aspects of Engineering Services group, to include but not limited to, coordination of engineering activities, continuous improvement, determining staffing requirements, mentoring employees, and evaluating operational effectiveness.
RESPONSIBILITY REPORT: Reports to Plant Leader
SPECIFIC RESPONSIBILITIES:
SUMMARY:
Under direction of Plant Manager, maintains an efficient, well-trained force to perform the various duties of the Plant Engineering and Maintenance Departments which include maintenance and operation of all plant and service equipment, buildings and utilities of the plant, plant security, plant sanitation, installation and relocation of service and production equipment, maintenance of plant buildings and fire protection equipment, and supervision of maintenance of grounds. Limestone's ESM is also the environmental specialist. The Environmental Engineer is responsible for the overall coordination, implementation, and execution of environmental affairs for the plant. These responsibilities include but are not limited to: the areas of waste water treatment, air emissions solid waste, hazardous waste, operator certification, asbestos management, spill response, auditing, SARA, storm water, PCB management, environmental file maintenance, and training. The Environmental Engineer is responsible for being knowledgeable of the regulations applicable to the location and for staying abreast of the state if the art treatment and abatement technologies. The Environmental Specialist us responsible for leading programs for the minimization and elimination of waste streams to all media (land, air, and water).
SPECIFIC RESPONSIBILITIES:
1. Establish and maintain proper maintenance and repair procedures to ensure an absolute minimum of production down time, supply and labor cost.
2. Ensure that all procedures and equipment are in place to maintain water and waste water quality.
3. Arrange for design and construction of facilities where necessary upon approval of management.
4. Recommend needed changes, additions and repairs of plant facilities to management when they are of such a nature as to require approval before taking action.
5. Assume responsibility for proper condition and operation of plant fire protection systems and procedures and improve as needed.
6. Assist other departments when requested with technical and mechanical problems.
7. Control labor and material costs of the department to the lowest level commensurate with good maintenance practices.
8. Have available back-up men for all key jobs in the department.
9. Inform the Engineering Services Engineers/Specialists of all changes in company procedures and ensure that he follow all company policies and procedures.
10. Act as liaison with representatives of insurance companies and see that their recommendations are complied with upon approval of management.
11. Keep morale in the department at a high level and ensure that all conditions are met in order to ensure good associate relations.
12. Insist that safe equipment and practices are maintained in the department.
13. Properly maintain and protect all plant buildings and plant property.
14. Maintain liaisons with outside agencies such as Police Department, Fire Department, Sheriff's Department, etc., as needs arise.
15. Make the most economical use of fuel, power and water.
16. Advise management when required on purchase of new and used equipment, on condition of physical plant and property, the capacity of utilities and service equipment, maintenance and operating costs, and of any technical problems.
17. Prepare cost estimates as requested by Management, follow up on work performed by outside contractors, and keep well informed on new developments relating to his operation.
18. Maintain a high degree of cooperation with other department heads.
19. Audit the ground maintenance to make certain it is kept at the level desired by management.
20. Meet company education/training requirements.
21. Identify and correct any non-conformities in the quality system as it relates to their area of responsibility.
22. The Engineering Services Manager is responsible for the verification of all personnel in their area to assure that they have the necessary training and authority to perform their job in a qualified manner.
23. The Engineering Services Manager is responsible for Limestone's Environmental Management System.
24. Air Emissions
Maintain a current site map identifying all air emissions sources.
Work with the Corporate Environmental Engineer to prepare permit renewal applications and construction permits
Be knowledgeable of all air permit requirements and ensure that procedures are in place to collect the data necessary to demonstrate permit compliance.
Ensure that any emission tests required by the permit are performed and reported as required by the permit.
Perform air emission calculations to prepare reports as required by regulatory agencies.
Monitor the performance of air emission sources and bring any adverse trend or permit excursion to the immediate attention of location management. Recommend corrective actions.
Work with Process Improvement and Engineering Services to eliminate air toxics emissions and reduce the amount of other air emissions.
Ensure that all calculations and submissions concerning emissions based fees are correct and all fees paid.
i. Be responsive to any comments from plant neighbors concerning emissions and consult with Corporate Environmental for advice.
j. Conduct usual observations, recordings and record keeping required by permit
25. Solid Waste
Maintain period data on solid waste and submit to the Corporate Solid Waste Project Manager each period.
Develop and implement solid waste reduction plans for the location.
Ensure that procedures are in place to use the Solid Waste Tracking Form for all shipments to the landfill. Maintain these records in the environmental files.
Ensure that procedures are in place for, and that all associates are trained in, the proper disposal of solid waste.
Hazardous Waste, Non-Hazardous Chemical Waste, Used Oil
Ensure that procedures are in place for the proper characterization, handling and disposal of hazardous waste, non-hazardous chemical waste and used oil.
Maintain the disposal manifest records in the environmental files.
Ensure that an accumulation log is in place for these wastes.
Perform weekly audits of the accumulation area.
Train the associates who handle hazardous waste in the above mentioned procedures and maintain records of this training.
Initiate programs and train associates to minimize these wastes.
Develop and implement hazardous waste reduction plans for the location.
Attend all required training for characterizing waste and manifest signatures. (corporate and regulatory requirements)
27.Asbestos Management
Make sure that all asbestos containing insulation at the location is identified and labeled.
Ensure that the proper procedures are followed for any asbestos removal or abatement project, and that the appropriate records are maintained in the files.
28.Spill Response
Maintain an up-to-date spill response procedure for the location, including appropriate telephone numbers.
Ensure that all associates are trained on the procedures.
Maintain a sufficient number of spill containment kits at the location.
Maintain the Spill Response Plan.
29.Audits
Set up and maintain an internal environmental audit program utilizing the plant's Environmental Cross Functional Team.
Respond to audits by Corporate Environmental and/or outside auditors by developing and implementing corrective action procedures promptly.
Maintain and review procedures to follow in the event of audit by regulatory authorities.
30.SARA
Maintain period data on SARA releases and submit to the Corporate Environmental Chemist.
Develop and implement SARA release reduction plans for the location.
Ensure that all reports required by SARA Title III are submitted on or ahead of the deadlines. Maintain these reports and the supporting documentation in the environmental files.
Maintain up to date file of MSDS's for all applicable chemicals used at location; ensure that MSDS's are filed at appropriate locations within plant.
Ensure that all required notices to local and state entities are current.
31.Stormwater
Ensure that the plant has completed all storm water containment measures.
Implement procedures to comply with stormwater regulations and/or permits when these are issued by the regulatory agency.
Conduct annual training for associates.
32.Environmental Files
a. Maintain and keep current the Environmental Files according to the procedures issued by the Corporate Legal Department.
b. Maintain a tracking and follow-up system for the location to ensure that all regulatory reports, filings, and permit renewal applications are submitted on or ahead of the deadline.
c. Bring any matter thought to be of regulatory interest to the immediate attention of location management.
33.Maintain ISO 14001 (Limestone Environmental Management Systems Manual)
34.Perform other assignments as requested by management.
35.Responsible for all environmental programs including, but not limited to, natural resources conservation/reduction projects.
