Otak is seeking a Senior Transportation Project Manager to join our Portland, OR or Vancouver, WA office to oversee the delivery of resilient, accessible, and context-sensitive civil and active transportation projects.

As a senior member of our Transportation and Infrastructure Group, you will lead projects from concept through construction, guide multidisciplinary teams, and collaborate with clients to deliver safe, sustainable, and community-focused transportation solutions across Oregon and Southwest Washington. You will build a community-centered portfolio by shaping and delivering municipal roadways, multi-use trails, bridges, underpasses, and civic improvements, while engaging in purpose-driven work that enhances community connectivity and environmental quality.

How You'll Contribute:

  • Project Leadership & Team Development
    • Lead and manage multidisciplinary transportation and transit projects from planning through construction, delivering high-quality, context-sensitive designs that meet client and regulatory requirements.
    • Oversee project scopes, schedules, budgets, and deliverables to achieve client goals while maintaining technical excellence, compliance, and profitability.
    • Mentor and empower junior engineers through cross-disciplinary collaboration, fostering technical growth, accountability, and a culture of excellence.
    • Advance Otak’s presence through exceptional technical leadership, client service, and community-focused design solutions.
  • Technical Excellence
    • Apply deep expertise in AASHTO, ADA, MUTCD, ODOT, and WSDOT standards to ensure quality, compliance, and innovation across all design phases.
    • Lead civil sheet development, prepare final PS&E packages, and support construction through submittal reviews, RFIs, and site visits to ensure seamless project delivery.
  • Client Engagement & Business Development
    • Cultivate strong partnerships with ODOT, WSDOT, other public agencies, stakeholders, and communities to address complex design and construction challenges while ensuring environmental, cultural, and regulatory compliance.
    • Build trusted client relationships through responsive communication, proactive engagement, and collaborative problem-solving to achieve successful project outcomes.

The Strengths You Bring:

  • Bachelor’s degree in civil engineering or related field from an accredited institution.
  • Professional Engineer (PE) license, with the ability to obtain registration in Oregon and Washington within six months.
  • 15+ years of progressive experience in civil engineering, with an emphasis on transportation, infrastructure, drainage, and utility design.
  • Strong technical background in roadway, multimodal, and transit infrastructure design.
  • Demonstrated proficiency with AutoCAD Civil 3D, MicroStation/OpenRoads, or similar design software.
  • Excellent communication, organization, and leadership skills, with the ability to manage multiple priorities and deliver results

Salary Range: $131,000-$170,000 per year
