The WBG Infrastructure Vertical provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. Energy Policy and Regulation Unit (KIEPR)
 The Policy and Regulations Unit (KIEPR) in the Energy Department of the Infrastructure Vertical is responsible for developing enabling policies that draw from top-class knowledge and innovations to shape model policies and improve the business environment in the energy sector. At the global level, KIEPR unit closely works and collaborates with the Solutions and Impact units of the Infrastructure Vertical. In addition, KIEPR staff take the lead on embedding frontier global knowledge and expertise in energy country engagements, including joining teams in lending and analytical operations, providing peer review services and supporting the role of Global Director in quality enhancement activities for selected strategic operations and analytical tasks.
Job Duties and Responsibilities:
Support development of WBG business lines related to nuclear energy financing and other complex energy infrastructure investments, including application of WBG, IFC, MIGA, and MDB financing instruments.
Advise regional and global teams on financing aspects of energy-sector investments and reforms, including project structuring, financing strategies, transaction structures, capital mobilization, fiscal implications, risk allocation, and commercial sustainability.
Develop, review, and quality-assure financial models for power-sector, utility, and infrastructure investments, including scenario and sensitivity analysis of project economics, financing structures, revenue assumptions, tariff impacts, affordability, and investment risk under alternative market, regulatory, and financing scenarios.
Support the preparation, appraisal, due diligence, and implementation of energy-sector operations, with a particular focus on nuclear energy and other capital-intensive infrastructure investments.
Analyze market structures, regulatory frameworks, utility financial performance, cost-recovery mechanisms, contracts for difference, power purchase agreements, tariff impacts, and other commercial arrangements relevant to large-scale energy investments, including regulatory and contractual frameworks that support private sector participation through public-private partnerships and other transaction structures in liberalized and restructuring market environments.
Contribute to analytical work, institutional guidance, and knowledge products on energy infrastructure finance, commercial sustainability, and financing approaches for nuclear energy and other strategic energy investments.
Support engagement with MDBs, ECAs, private investors, utilities, regulators, and government counterparts on financing solutions that promote transparency, competition, value for money, long-term sustainability, and mobilization of private capital.
