Job description

Northern Wasco County PUD is seeking an experienced Energy Data Analyst I to join our growing Power Resources team. This full-time, exempt position offers a Monday - Friday 5/8 schedule.


The Energy Data Analyst I serves as a data and analytics resource to the Power Resources Department, with a focus in energy supply analytics. Develops and maintains databases, software, and automated data pipelines supporting critical Power Resources data. Builds complex SQL queries, ETL workflows, and dashboards; compiles and distributes KPI and reconciliation reports; and supports virtual server environments. Analyzes electric load and resource data (hourly through annual) related to settlements with counterparties and organizes data for settlement and reconciliation reporting. Supports end users to define requirements, deliver reporting and analytics solutions, and communicate findings and recommendations to support decision-making.

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:


  • Provide power market analytics and monitoring to support Power Resources operations, planning, and decision-making.
  • Analyze electric load and resource data (hourly, daily, weekly, monthly, and annual) related to settlements with counterparties; organize data and assist with reconciliation reporting.
  • Develop, update, and maintain databases, software, and reporting tools that support critical Power Resources data and workflows.
  • Develop complex SQL queries and data models; administer and support relational database management systems.
  • Design, build, and manage ETL processes and around-the-clock (ATC) data pipelines; troubleshoot data quality, availability, and performance issues.
  • Create dashboards and visualizations; compile, validate, and distribute KPI reports and other periodic or ad-hoc reporting.
  • Perform statistical modeling and analysis of structured and unstructured datasets; identify trends and present results through reports and presentations.
  • Develop and maintain data integrations and APIs that collect large time-series datasets from internal and external sources.
  • Work with end users to understand data needs, document technical requirements, and deliver solutions on strict deadlines.
  • Prepare and present written and verbal recommendations to support strategy and operations aligned with District goals.
  • Participate in cross-functional initiatives and special projects to improve systems, workflows, controls, and reporting.
  • Maintain confidentiality of sensitive information and exercise professional judgment and discretion.

Secondary Functions:


  • Serve as backup support for Data Analyst II or other future scoped analytics role reducing single points of failure.
  • Performs other Power Resources Department duties in the absence of other assigned personnel, or as needed.
  • All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.


Skills/Knowledge/Abilities:
PLEASE NOTE: This position requires the use of various tools/equipment that are related to performing the essential functions of this job.


  • Must-have technical skills: SQL; relational database management systems (RDBMS); ETL tools; object-oriented programming and Python; Git/GitHub; Windows and Linux; Microsoft Excel; proficiency in EDRMS and Microsoft Office Suite.
  • Must-have professional skills: strong organizational, analytical, and communication skills; strong technical writing and oral presentation skills; strong mathematical skills; attention to detail and accuracy; ability to handle confidential information responsibly; ability to work independently and collaboratively to meet strict deadlines; ability to implement and complete cross-functional initiatives; ability to present data and create visualizations that support decision-making in the Power Resources Department.

QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.


Education/Experience:

  • Bachelor's degree in computer science, data science, mathematics, statistics, physical science, natural science, engineering, or a related field.
  • One to two (1-2) years of professional experience or advanced academic study in data analytics, business intelligence, software development, or a related area.
  • Experience supporting an electric utility, energy market analytics, creating data displays and dashboards, settlements/reconciliations, SCADA, or energy/financial reporting systems is preferred.

Physical Requirements:
Requirements are those consistent with normal office administrative or clerical positions such as sitting, standing, walking, keyboarding. May push up to 50lbs, and/or lift, pull, or carry up to 25lbs.
