Job description

The Program Manager manages the Joint Cyber Command and Control (JCC2) contract, ensuring the performance of all requirements covered during the entire Task Order period to meet operational requirements and efficiently and effectively mature existing government-owned software.


· Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).

· Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees

· Assist in identifying inefficiencies, mapping current workflows, proposing improvements, and monitoring process performance.

· Support the Government in facilitating continuous improvement sessions, such as retrospectives, planning events, and daily stand-ups, where applicable, and align/tailor process improvement tools and methodologies with Government objectives and specific needs of each functional section.

· Establish and maintain an effective Quality Control Plan (QCP) that ensures all services and deliverables meet the performance standards and requirements outlined in the PWS. The QCP details methods for monitoring, inspecting, and verifying the quality of work performed. Use procedures for identifying and correcting deficiencies, preventing recurrence, and documenting quality control activities.

· Responsible for the quality of all work, ensuring it complies with the terms of the contract before submission for Government acceptance. This acceptance is based on conformance to the performance objectives, timeliness, completeness, and compliance with applicable standards, regulations, and requirements as specified in the contract.

· Prepare and present regular program reviews, performance metrics, and executive-level presentations for client and company briefings.

· Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.

· Serve as the primary client relationship manager within the program office

· Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.

· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.

· Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.

· Manages the overall contract onsite. All sections report to this position. This position manages the administrative aspects of the contract.

· Ensures the manning and training of the contract staff are adequate for meeting the deliverables.

Required:

· Bachelor’s Degree in IT related degree with a minimum of 14 years of experience managing government programs is required, of which one (1) year must be supervisory.

· Senior-level experience and be well-versed in Information Technology practices

· PMP Certified

· Proficiency in Microsoft Project, in addition to other planning tools

· TS/SCI Clearance
