Job description

SUMMARY

The Federal Program Manager will oversee the management of large, complex, technology driven customer programs within QTS Federal. This role will be responsible for planning, managing and implementing the federal strategy to service the portfolio of federal programs and corporate initiatives. The Federal Program Manager works with customer leadership, QTS Security teams, QTS facilities teams, and QTS development teams to plan and orchestrate work activities to meet contractual compliance. The Federal Program Manager is responsible for planning future work, ensuring service deliverables are completed in compliance with price and schedule, resolving performance shortfalls or deficiencies and communicating overarching Government requirements and objectives for the program across internal stakeholders. The Federal Program Manager reports to the Vice President - Federal Program Delivery.

RESPONSIBILITIES, other duties may be assigned

  • Provide overall leadership and management to large strategic government programs.
  • Serve as the customer single point of contact for all, technical, administrative, leadership, quality and contractual aspects of the effort.
  • Lead and coordinate the planning, scheduling, and resourcing of projects to adhere to program requirements. Responsible for identifying risks and driving remediation.
  • Lead client facing meetings related to requirements gathering, solutions design, and status updates during service delivery.
  • Monitor and evaluate contract deliverables for operational effectiveness, functionality, efficiency, benefits, and contract compliance.
  • Identify and resolve operational and performance gaps and obstacles; implement changes and drive corporate improvements.
  • Understand the operating models of key QTS and QTS Federal stakeholder organizations to promote effective communication. These groups include, but are not limited to: Sales, Facility Operations, Property Development, Implementation, Technology Operations, and Security.
  • Assist with the Federal strategy by providing assessments of project performance, understanding program and customer needs, and advocating for customer success.
  • Provide analysis of existing processes and assist with identifying future trends or the need for new standards.

BASIC QUALIFICATIONS

  • Bachelor's degree or equivalent professional experience.
  • 5 or more years technical Government program management experience
  • Demonstrated project and contract management skills to successfully manage a high-performing team providing operational support across geographically dispersed project locations.
  • Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the customer leadership and operational teams.
  • PMP Certification
  • Ability to obtain and maintain a U.S. Government Top Secret security clearance with U.S. Government ICD 704 eligibility.
  • US Citizenship for this position is required by law due to federal customer contracts.

PREFERRED QUALIFICATIONS

  • 10 or more years technical Government program management experience
  • Knowledge and experience developing Project Plans.
  • Demonstrated experience defining and implementing business process improvements.
  • Ability to handle changing priorities in a fast-paced environment and use good judgment when working in stressful and ambiguous situations.
  • Active U.S. Government Top Secret security clearance with the ability to obtain and maintain U.S. Government ICD 704 eligibility.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to work positively with the wide range of individuals involved in program delivery.
  • Strong leadership and management skills.
  • Good knowledge and handling of project and program management techniques.
  • The ability to find innovative ways to resolve problems.
  • Proficiency in Microsoft Office suite, specifically PowerPoint, Excel, and Project.

The estimated pay range for this role, if based in Colorado, is:


$136,207.50 - 208,297.59
