Position Description

IT Program Manager

Accountability (Reports To): Chief Operating Officer

Major Function

The IT Department functions as a centralized service organization supporting all THEA departments and staff. Serves as the IT Program Manager and head of the IT Department, responsible for leading IT operations and the IT project portfolio in support of THEAโ€™s strategic and operational objectives. This role provides department-wide leadership for technology planning, project and program delivery, cybersecurity and risk management, infrastructure and end-user support services, procurement support, and vendor/consultant management. Ensures effective coordination and communication with all THEA departments to understand needs, align priorities, and support successful delivery of IT services and projects. The IT Program Manager prioritizes IT initiatives and ensures completion of priority projects through effective implementation planning and schedule development, while also actively participating in the implementation of key and complex IT projects to ensure successful delivery.

Duties and Responsibilities

  • Provides overall leadership and management of the IT Department as a service-oriented organization supporting all THEA departments and staff.
  • Establishes department priorities, assigns work, and monitors performance for staff and consultants.
  • Leads prioritization of IT projects and ensures alignment with agency strategic and operational goals.
  • Ensures completion of priority projects through implementation plans and schedule development.
  • Actively participates in implementation of key and complex IT projects, including issue resolution and execution support.
  • Ensures effective coordination and communication with all THEA departments to understand needs, align priorities, and support successful delivery of IT services and projects.
  • Oversees IT operations including infrastructure, systems administration, cybersecurity, end-user support, help desk/ticketing processes, and continuity of IT services.
  • Ensures appropriate quality control for critical IT infrastructure and functions (e.g., backups, security controls, monitoring).
  • Directs planning and delivery of IT systems, applications, and infrastructure improvements.
  • Leads development, implementation, and maintenance of IT policies, procedures, standards, and best practices.
  • Develops and manages IT budgets including forecasting and expenditure tracking.
  • Oversees procurement, vendor and consultant performance, and contract management.
  • Establishes and enforces IT policies, standards, and cybersecurity practices (including NIST).
  • Leads IT risk management and cybersecurity compliance efforts (including NIST).
  • Provides executive reporting on IT performance, risks, and initiatives.
  • Promotes continuous improvement in IT services and processes.
  • Supports emergency response and continuity of IT services.
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities

  • Extensive knowledge of IT operations, infrastructure, and enterprise technology services.
  • Knowledge of project and program management methodologies.
  • Knowledge of cybersecurity practices, including NIST standards.
  • Strong leadership and organizational skills with ability to manage multiple priorities.
  • Strong communication and interpersonal skills to coordinate across departments.
  • Ability to analyze risks, solve problems, and support decision-making.
  • Ability to develop and execute implementation plans and schedules.

Minimum Qualifications and Experience

  • Bachelorโ€™s degree in Information Technology, Computer Science, or related field.
  • Minimum of ten (10) years of progressively responsible experience in IT operations or program management.
  • Experience leading IT teams and implementing technology initiatives.
  • Experience with cybersecurity standards preferred.
  • Successful completion of a background investigation is required.
