About the role
Simeon Global Consulting (SGC) is seeking a dynamic, client-focused executive to serve as Director of Emergency Management. This is a growth-oriented leadership role responsible for building and scaling SGC's Emergency Management practice across state and local markets, with a primary emphasis on Florida, Texas, and the Eastern U.S.
The Director will oversee the full lifecycle of emergency management engagements - from business development and proposal capture through program delivery and client stewardship. The ideal candidate brings deep relationships with state and county emergency management agencies, division of emergency management offices, and local governments, combined with the operational expertise to lead high-performing deployment teams across preparedness, response, recovery, and mitigation.
Familiarity with FEMA programs and federally funded disaster recovery is valued and supports client delivery, but the primary measure of success in this role is the growth, profitability, and reputation of SGC's emergency management practice in state and local markets.
Key Responsibilities
Business Development & Growth
  • Lead capture strategy and proposal development to win emergency management contracts at the state, county, and municipal level.
  • Cultivate and maintain executive-level relationships with Florida Division of Emergency Management (FDEM), county emergency management directors, and local government officials across SGC's target markets.
  • Identify and pursue new SLED emergency management opportunities in Florida, Texas, and Eastern U.S. states, while developing a strategic pipeline of federal opportunities with FEMA, DHS, and other federal agencies.
  • Represent SGC at industry conferences, state emergency management associations (FEMA, IAEM, FEPA), and client forums to build brand presence.

Client Delivery & Program Leadership
  • Oversee delivery of disaster preparedness, response, recovery, and mitigation engagements, ensuring client satisfaction and contract performance
  • Lead rapid disaster mobilization and manage multidisciplinary deployment teams in the field
  • Direct programs spanning emergency operations support, debris management, temporary housing, infrastructure recovery, COOP/COG planning, and resilience initiatives.
  • Serve as the senior SGC point of contact during active disaster operations, maintaining client confidence and operational quality
  • Support emergency housing, logistics, and infrastructure recovery programs in compliance with applicable federal and state funding requirements
  • Provide executive oversight and subject matter expertise for FEMA Public Assistance (PA) and Individual Assistance (IA) programs, ensuring policy compliance, program quality, and successful client outcomes.

Operational Leadership
  • Supervise the Emergency Management Operations Manager and oversee workforce readiness, logistics, deployment planning, and administrative operations.
  • Build and develop a cadre of credentialed emergency management professionals deployable across SGC's project portfolio.
  • Manage business line budgets, staffing utilization, and profitability metrics.
  • Drive continuous improvement of operational systems and scalable delivery processes.
  • Ensure regulatory compliance, subcontractor management, and quality assurance across all engagements.

Qualifications
Education
  • Bachelor's degree in Emergency Management, Homeland Security, Public Administration, Business Administration, or a related field. Master's degree preferred.

Experience
  • 10+ years of progressive emergency management leadership in consulting, government, or combined roles.
  • Demonstrated success leading disaster response operations and emergency deployments.
  • 5+ years leading large emergency management programs or consulting teams.
  • Proven track record in business development: capture strategy, proposal leadership, and client relationship management.
  • Established relationships with Florida, Texas, and/or Eastern U.S. state and local emergency management agencies.
  • Experience supporting disaster recovery operations for state, county, tribal, or territorial clients.
  • Demonstrated experience with FEMA Public Assistance (PA), Individual Assistance (IA), and other federally funded disaster recovery programs, including policy implementation and program delivery.
Preferred Certifications
  • Certified Emergency Manager (CEM),
  • Project Management Professional (PMP),
  • Florida Professional Emergency Manager (FPEM),
  • FEMA Professional Development Series,
  • FEMA Advanced Professional Series, ICS-300/400.

Additional Requirements
  • Ability to deploy to Florida, Texas, Eastern U.S. states, and other locations for disaster activations;
    willingness to work extended hours during emergency operations.
  • Willingness to travel regularly for business development and client relationship activities.
  • Ability to obtain required background clearances.
  • Authorization to work in the United States.
