PSE's Engineering Operations team is looking for qualified candidates to fill an open Engineer III - Gas RCA position!


Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

We are seeking an experienced engineer to lead PSE's Gas Root Cause Analysis (RCA) Program, responsible for overseeing the investigation of qualifying gas events, developing lessons learned, and driving continuous improvement initiatives to enhance pipeline safety performance. At the discretion of the hiring team, this position may be filled as a Sr. Engineer or E3, depending on the Qualifications of the selected candidate.

This position will be a part of PSE’s Quality Management (QM) department which is “energy neutral” and provides critical quality functions that support the integrity of PSE’s natural gas and electric systems. The responsibilities of this position provide for cross-functional interaction with a wide range of PSE business units and the opportunity to facilitate continuous improvement for PSE gas operations as well as support enterprise-wide quality management.  This position will be responsible for all major aspects of the Pipeline Safety Management System (PSMS) Element 5 Incident Investigation program including:

    • Investigation (and RCA as needed) of both internal and external qualifying gas events
    • Development of lessons learned and improvement activities resulting from gas events, including those occurring outside PSE
    • Tracking and reporting out on key program KPIs, outputs, and activities
    • Identification and implementation of activities that will improve the overall program
    • Facilitation of periodic stakeholder meetings, training and OCM activities, as needed

Additionally, this role will more generally support the Quality Management department’s Gas Operations Quality Control program, with duties as assigned, such as review of audit and investigation findings, support for RCA and corrective action development, as well as incorporation of risk identification and mitigation activities as indicated by the PSMS Element 5 program.

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct.  Ensures duties are performed in accordance with all regulatory compliance obligations.

This job is considered “safety sensitive” as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities
  • Update and maintain critical program documents and processes
  • Provide quality oversight to ensure all qualifying events and associated investigations follow program processes and expectations
  • Track qualifying events through their entire life cycle to ensure alignment with program requirements
  • Brings together stakeholders and leadership to initiate investigations/RCAs and to ensure the correct resources and priority are established
  • Drive program improvements through benchmarking activities and internal stakeholder engagement.
  • Establish, monitor and report on appropriate program KPIs and key data points to drive program effectiveness
  • Act as the point of contact for the program and deliver clear, concise program updates and technical information to diverse audiences, including all levels of leadership
  • Update and maintain training material and facilitate periodic training of stakeholders as required
  • Manage OCM needs for the program as processes, personnel, and requirements change
Minimum Qualifications
  • Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field. A PE license may qualify in lieu of a degree.
  • Substantial experience in planning, design, specification preparation, technical field work, project cost estimating and scheduling (typically achieved after five (5) or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
  • Demonstrated organization, documentation, prioritization, and project management skills.
  • Strong interpersonal and communication skills.

The pay range for this position is $94,300.00 - $156,900.00, and this position is eligible for annual goals based incentive bonuses.
