The Transportation Engineer Trainee 2 will report to the Quality Assurance/Quality Control (QA/QC) Load Rating Unit Lead. This position will provide support to the QA/QC Load Rating Unit under the Statewide Load Rating and Permitting Section. Applicants should have load rating experience. Applicants will review bridge inspection reports, review district bridge evaluations, initiate bridge evaluations, and perform independent load rating estimates. Assignments are varied, becoming more complex, and will further develop the applicant's ability to apply engineering judgment to the evaluation of bridge structures. Work will be reviewed throughout the assignment for completeness and technical accuracy. The applicant will be required to perform bridge evaluations using AASHTOWare BrR software and assist district evaluation staff as needed. Performs related work as required.
Special Requirement: A valid license as a registered professional engineer in West Virginia is required within ten (10) years of employment.

Typical Duties and Responsibilities
In a training capacity:
• Performs data analysis to determine the posted load limits for bridges.
• Assists Transportation Engineers in the review of contract plans, specifications, test results, and agreements.
• May begin training in and assisting Transportation Engineers in a functional area: concrete, steel, environmental measurements, geotechnical evaluations, instrumental analysis, computer applications, structural analysis, electronics, metallography, welding and mathematical analysis, transportation systems analysis, transportation planning, pavement, hydraulics, or other related functional areas.
• Coordinates construction project activities with utility companies.
• Determines horizontal and vertical highway alignments.
• Prepares drainage computations.
• Perform field inspection of traffic problems and construction projects.
• Prepares preliminary cost estimates for highway projects.
• Makes detailed design computations for roadways and bridges.
• Perform field checks at highway construction project sites.
• Performs design and drafting as required.
• Travel may be required; therefore, a valid driver's license is required.
Skills and Knowledge
• Knowledge of algebra, plane and solid geometry, calculus, and plane trigonometry.
• Knowledge of the principles of civil engineering utilized to develop drawings and specifications for components of highway projects.
• Knowledge of the principles of plane and route surveying.
• Knowledge of the principles of hydraulics and hydrology used in the determination of backwater curves, runoff, and anticipated flow.
• Ability to read and interpret inspection and testing reports, engineering drawings and specifications, and topographic and other maps.
• Ability to prepare technical reports of field investigation.
• Ability to read and interpret federal, state, and local codes, regulations, and standards applicable to the design or construction of highway projects.
• Ability to communicate effectively, both orally and in writing.
• Ability to establish and maintain effective working relationships.
Minimum Requirements
REQUIRED TRAINING/EDUCATION
- Bachelor's degree in civil, electrical, mechanical, industrial, petroleum, mining, environmental, engineering technology, or related engineering field from an ABET-accredited program.
- Substitution: Certification as an Engineer Intern (EIT) by the Board of Registration for Professional Engineers of West Virginia. Please attach your certification for verification.

REQUIRED EXPERIENCE
- Certification as an Engineer Intern (EIT) by the Board of Registration for Professional Engineers of West Virginia. Please attach your certification for verification.
AND
- Two (2) years of paid non-professional level related engineering experience.
Note: The experience must have been acquired after the obtainment of the bachelor's degree.
- Substitution: A Master of Science degree in civil engineering from a regionally accredited college or university may be substituted for the required experience. Please attach your degree transcript or diploma to your application.
SPECIAL REQUIREMENT: A VALID LICENSE AS A REGISTERED PROFESSIONAL ENGINEER IN WEST VIRGINIA IS REQUIRED WITHIN TEN (10) YEARS OF EMPLOYMENT.
