Position Summary
This position leads the management, integrity, analysis, and reporting of all agency data systems, including the implementation and management of the agency's Electronic Health Record (EHR) system, to support program teams, measure outcomes, and ensure compliance with funder requirements. This role is responsible for the overall health and functionality of the agency's data systems.
Data Management, Integrity, and Reporting
  • Lead data system management to ensure the quality, validity, and accuracy of all data input and reporting.
  • Establish and maintain data best practices for collection, reporting, and security, ensuring compliance with established record retention policies.
  • Manage funder compliance by monitoring reporting requirements and submitting reports on a timely basis, reviewing funding source requirements, and conducting periodic Grants and Reports meetings with program directors.
  • Serve as the primary point of contact for data requests, reports, and supporting documentation during monitoring and auditing events.
  • Analyze data quality reports to validate data, identify fluctuations from expected results, and work with program staff to research and correct data and processes as necessary.
  • Collaborate with program directors to develop, update, and implement quality control procedures and data collection tools.
  • Maintain expert knowledge of all agency programs, activities, and regulations regarding government awards.

EHR and System Administration
  • Direct the implementation of the Electronic Health Record (EHR) system, and the maintenance of other required databases (e.g., HMIS, UWITS) as the lead system administrator, including configuration, data integrity, compliance and reporting.
  • Ensure data security and integrity for the EHR and all program data systems.
  • Supervise the data team to provide guidance and support for the collection, management, and reporting of program and agency outcomes.
  • Oversee training of data entry staff and volunteers to ensure timely and accurate input into all required databases, maintaining up-to-date instructional materials.
  • Participate in relevant committee meetings (e.g., HMIS, UWITS).
  • Propose and implement system improvements to enhance agency processes, including moving toward a paperless environment and recommending new technology solutions.

Agency and Operational Support
  • Actively participate in and support the Quality Improvement and Data and Outcomes (QIDO) Board Subcommittee.
  • Perform work on-site to support program and administrative staff.
  • Perform other functions as necessary or assigned.

Requirements
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor's Degree preferred or equivalent combination of education and experience. At least three years' experience with a focus on data analysis, data integrity and maintenance, reporting, data enrichment, and program tracking or any combination of education, experience, and training which provides the following knowledge, skills, and abilities:
  • Minimum of 2-3 years of supervisory experience preferred.
  • Proficient with Microsoft Office, advanced database and spreadsheet skills (Skills in Tableau, Power BI, Access). SQL proficiency is a plus. along with experience with Python/R or other data focused programming languages
  • HIPAA security knowledge is required.
  • Ability to prepare, merge, analyze, interpret, and effectively report on agency data.
  • Results-oriented, team player, collaborative and self-motivated. Able to work with multiple programs and systems.
  • Natural curiosity with strong analytical, problem-solving, and organizational skills.
  • Flexibility to prioritize and handle multiple projects and deadlines while paying attention to detail.
  • Make decisions within scope of job responsibilities.
  • Exceptional inter-personal, verbal, and written communication skills.
  • Ability to uphold professional boundaries, confidentiality regulations, agency policies and procedures and interact in a professional manner with a diverse workforce, clients, and outside agencies.
  • Willingness to accept supervision and direction.
  • Must be able to pass Utah-DHHS - Office of Licensing background screening and pre-employment drug screen.

Physical Demands
  • Work is generally performed in an office environment. Must sit for extended periods of time.
  • Requires use of computer screen for extended periods.
