Job description


Departmental Responsibilities:
  • Develop, maintain, publish, distribute, and manage EIS policies, standards, guidelines, and procedures.
  • Provide guidance on policy requirements, interpretation, and compliance.
  • Provide strategic input to the development and enhancement of EIS policies, standards, and procedures to ensure accuracy, consistency, and simplification.
  • Proactively identify continuous-improvement opportunities related to policy compliance, reviews, and supporting documentation.
  • Engage key stakeholders and entities to track and influence implementation of policy requirements.
  • Lead and participate in governance engagements related to EIS policies and supporting documents.
  • Coordinate with key stakeholders and entities to deliver timely communications (e.g., newsletters and announcements).
  • Coordinate across entities on policy and standard language to ensure consistency and alignment.
  • Manage the policy and process management lifecycle for BCBSM and its entities.

Departmental Preferences:
  • Previous policy management experience.

Deliver improvements for the IT organization's processes by establishing, implementing and sustaining a framework for identifying, planning, delivering and supporting IT services to the business. Work with cross-functional IT teams to design, develop and integrate IT processes and procedures utilizing best practices and industry standard frameworks. Work as a team lead on enterprise-wide or business-critical process improvement initiatives for highly complex business IT services.
  • Lead development of a process improvement strategy and prioritization of solutions/initiatives. Support the establishment, implementation and ongoing maintenance of a framework for identifying, planning, delivering and supporting IT services to the business.
  • Facilitate the design of cross organization process structure, including creating a process hierarchy that streamlines IT processes and eliminates redundancy. Ensure definition of current processes is complete and accurate. Facilitate the definition of well defined processes, policies and procedures with clearly documented accountability for each activity to increase efficiency of processes.
  • Define current/future state process structure.
  • Facilitate analyses of enterprise requirements and current process performance to identify gaps and areas for improvement. Make recommendations.
  • Develop process requirements and recommendations for assigned areas/processes. Ensure requirements meet the needs of the business and benefits from improvements will support the cost. Lead and facilitate cross functional groups.
  • Oversee the definition of the goals and metrics that support the IT process improvement strategy. Identify areas of improvement for assigned processes/areas of business. Develop recommendations for process improvement, including gap, cost vs. benefit analysis, risks/issues, priority.
  • Document current processes using process mapping tools and techniques. Ensure documentation is maintained and up-to-date. Set standards for documentation.
  • Manage enterprise-wide changes to support process implementation including organizational, cultural and operational issues. Facilitate change management activities to ensure smooth transition to new or changed processes. Ensure changes are communicated to stakeholders. Develop templates and tools to implement the process improvement plan for the enterprise. Manage change/improvement solution implementation to specific criteria (e.g., time and budget). Develop monthly metrics and reports ensuring alignment with enterprise, CIO and IT organization requirements. Design and use reports to drive awareness of need for process changes. Analyze variances and develop recommendations for remedial actions. Continually evaluate the performance of the processes to determine if the processes add value and provide effective, efficient and successful delivery of projects. Review and critique recommendations to ensure reuse of process information to support other key business activities (e.g., business continuity, controls self assessment, training and knowledge development, etc.).
  • Develop and implement plans for education, training and ongoing communication to ensure understanding and compliance with framework processes, policies, procedures and expected outcomes.
  • Work with the enterprise to integrate processes and procedures utilizing best practices and framework. Research and review industry best practices and incorporates information into the process analysis.
  • Other duties may be assigned.

"Qualifications"
EDUCATION AND/OR EXPERIENCE
  • Bachelor's or master's degree in related field preferred.
  • Seven (7) years of IT and business/industry work experience required.
  • Three (3) years of experience in managing multiple, large, cross functional teams or projects required.
  • Experience in areas such as process design, re-engineering, organizational, Six Sigma, CMMI or ITIL preferred.

OTHER SKILLS AND ABILITIES
  • Analytical thinking skills.
  • In-depth knowledge of Information Technology Infrastructure Library (ITIL) processes and methodologies.
  • Written and verbal communication skills interpersonal skills.
  • Ability to provide technical or business guidance to clients, both internal and external.
  • Ability to work independently, or within a team environment.
  • Other related skills and/or abilities may be required to perform this job.
