The Application Support Analyst reports to the Application Manager within Health and Specialty Care Systems (HSCS) unit of Information Technology (IT) department for Health and Human Service Commissions (HHSC). This position applies their expertise and technical skills in creating, developing, and maintaining database structures, database tuning, stored procedures, SQL Server packages and support for existing and new Electronic Health Record (EHR) application. This position is within the software development and support team and requires development of application business logic with stored procedures and support applications.
The application support analyst will also perform analytical, and database administrations work for information systems and technologies to support Electronic Health Record (EHR) systems and applications for the State Hospitals (SH's) and State Supported Living Centers (SSLCs). The analyst will support multiple third-party applications (Cerner's Millennium, Netsmart's myAvatar, and IRIS_DSS, among others). Work involves gathering and analyzing requirements, design and implementation, and on-going maintenance of existing systems and processes.
This role will directly perform support activities on Cerner's Millennium application using, PMOffice, PowerChart, PowerForms, mpages, scheduling, interfaces, and tools like, Bedrock, DA2 report, Discern Visual Developer, SI tools, Olympus, Backend servers to name a few.
The application support analyst will work with other HSCS application support staff as well as other HHSC to develop and support information systems. The analyst may interact with staff from other agencies and outside entities as required to provide continued support, obtain required work products, or for consultation. Work is performed in an Agile environment and creativity is encouraged.
Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.
Essential Job Functions (EJFs):
Extracts data from Cerner Millennium or myAvatar application databases using existing tools. Builds data mappings, tasks and workflows using Informatica or similar tools to load data to the data warehouse databases. Documents, designs, validates, and implements reporting methodologies for multiple areas of specialization using selected HHSC methodology and tools. (20%)
Investigates and identifies corrective solutions to production problems / issues. Consults with IT teams on software/hardware installations/upgrades. Supports in troubleshooting and solving complex problems related to EHR system software and hardware incidents and problem calls from end users, and in the processing of service requests and tasks. (50%)
May provide on-call application support as part of the support team based on team rosters. Provides technical expertise to aid in decision making and problem resolution for EHR applications (10%).
Perform quality assurance tasks to ensure accuracy of fixes provided to resolve issues. Documents processes and procedures for technical and non-technical users. (10%)
Perform other duties as assigned and required to maintain unit operations. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts (10%).
Knowledge, Skills and Abilities (KSAs):
  • Knowledge of relational databases, data systems and data warehouses.
  • Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
  • Knowledge of SDLC methodologies like Agile, Waterfall and DevOps.
  • Knowledge of best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data.
  • Knowledge of EHR applications functionality.
  • Skills in using server OS in Unix/Linux/AIX and Windows servers.
  • Skills in using software such as SQL, SQL*Plus, PL/SQL, TOAD, Oracle, SQL Developer, Business Intelligence tools.
  • Skills in analysis, problem solving, data comprehension, reporting methodologies, and designing statistical reports and charts/graphs.
  • Skill in researching and troubleshooting application system issues and solving complex problems.
  • Skills in building data mappings, tasks and workflows using Informatica or similar tools to load into data warehouse databases.
  • Ability to analyze existing SQL queries for performance improvements.
  • Ability to develop procedures and scripts for data migration.
  • Ability to review and interpret ongoing business report requirements.
  • Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write or revise program code as required.
  • Ability to analyze systems, procedures, and problems and develop solutions.
  • Ability to present information to a variety of audiences verbally and in writing and to communicate clearly, concisely, and effectively.
  • Ability to work hours as needed to meet defined deadlines and support the agency's mission critical requirements.

Initial Screening Criteria:
Required:
  • Minimum of four (4) years of experience supporting Electronic Health Record (EHR) systems or similar applications is required.
  • Experience using Microsoft office suite is required.

Preferred:
  • Bachelor's degree or higher in a technology related field is preferred. May substitute direct work experience on a year-for-year basis in lieu of education.
  • Minimum 4 years of experience in using EHR application (Cerner Millennium, Netsmart's myAvatar or similar) in a largescale private or public environment is preferred.
  • Minimum of 4 years of experience in using Unix/Linux/AIX OS or MS Windows Servers are preferred.
  • Minimum of 4 years of experience in report design, development and automation is preferred.
  • Minimum of 4 years of experience in providing application support to EHR applications or similar.
  • Minimum of 4 years of experience in data extraction, transition, and load (ETL) tools such as Informatica PowerCenter, database design and implementation preferred.
  • Experience in using ITSM tools such as ServiceNow, Remedy on Demand or similar is a plus.
