Job description

Operations Systems & EFB Program Manager

**Future Opportunity**

CSEngineering is seeking an EFB Program Manager to provide Advisory and Assistance Services (A&AS) in support of a federal aviation operations program. This role supports non-flying operational duties within an operational flying organization, with primary responsibility for managing the Electronic Flight Bag (EFB) program, associated mobile device management systems, digital publications, and related standardization/evaluation support functions.

Contractor support is intended to offset manpower reductions and reduce workload on operational personnel, enabling them to focus on primary mission execution responsibilities.

JOB RESPONSIBILITIES

  • Serve as the primary Electronic Flight Bag (EFB) Program Manager at the organizational level, overseeing program administration, compliance, configuration control, and lifecycle management in accordance with governing guidance.

  • Act as liaison between operational units and higher-level program offices for EFB policy, configuration updates, workflow submissions, and compliance tracking.

  • Maintain EFB Manager appointment records and ensure proper documentation, routing, and record management.

  • Administer approved Mobile Device Management (MDM) platforms (e.g., BlackBerry UEM or successor systems), including:

    • User account management

    • Device enrollment, configuration, issuance, and recovery

    • Software updates, patching, and resets

    • Device compliance audits and asset tracking

  • Manage aviation software platforms and digital publications (e.g., flight planning and FLIP applications), ensuring proper access, configuration control, and publication currency.

  • Coordinate with standardization/evaluation personnel and publication custodians to ensure technical orders, flight publications, directives, and aircrew information files remain current and standardized across all systems and collaboration platforms.

  • Distribute updates to aircrew regarding publication changes, software releases, procedural updates, and system issues.

  • Oversee commercial internet connectivity supporting EFB operations and coordinate with service providers to resolve outages and maintain availability.

  • Coordinate with resource advisors to forecast sustainment costs, manage hardware inventory, and support budget planning.

  • Serve as Equipment Custodian for EFB assets, maintaining accountability and overseeing proper decommissioning.

  • Lead hardware refresh initiatives, including device enrollment, configuration, and deployment.

  • Monitor operating system and software updates to anticipate obsolescence risks and support future capability planning.

  • Prepare required reports, including EFB audit reports, sustainment and budget forecasts, inventory logs, compliance documentation, and standardization/evaluation administrative reports.

REQUIRED QUALIFICATIONS

Security Clearance: Secret Clearance.

  • Minimum of two (2) years of experience administering Mobile Device Management (MDM) systems (e.g., BlackBerry UEM or similar enterprise MDM platforms).
  • Minimum of two (2) years of experience managing electronic flight publications, aviation software platforms, or comparable mission-critical digital systems.
  • Minimum of two (2) years of experience supporting Squadron, Group, or Wing-level operations, training, or standardization/evaluation programs, OR Minimum of three (3) years of experience supporting a DoD-equivalent aviation operations or technical program involving device management, publications control, or IT system administration.
  • Experience with Microsoft Teams, SharePoint, and enterprise collaboration platforms.
  • Experience in IT asset management, lifecycle planning, and configuration management preferred.
