Overview
CHENEGA RELIABLE SERVICES, LLC
Goodfellow AFB, TX
The Hazardous Material/Hazardous Waste Technician will be responsible for proper and adequate management and operation of installation HW facilities in accordance with 40 CFR (Parts 260-266, 268, 270, 273, and 279), State of Florida HW Regulations, Pollution Prevention Act, related DoD and AF directives (including AFMAN 32-7002), and the installation Hazardous Waste Management Plan
Responsibilities
  • Management/accomplishment of waste pickup at Initial Accumulation Point (IAP) and transport to 90 day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility (HWSF).
  • Operation of 90 day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility (HWSF) and Indsutrial Recycling Processes.
  • Provide administration/data entry requirements of the HW module in the EESOH-MIS database, tracking all HW containers from time of generation until they reach the ultimate disposal facility off site.
  • Provide management of non-hazardous industrial and special waste, used oil, and off-spec fuel; waste consolidation/lab packing, waste turn-in/preparation for shipment, pick-up of waste for transfer to central accumulation area.
  • Management of the 90-day Central Accumulation Point/Hazardous Waste Accumulation Site and/or TSDF. Includes waste consolidation, segregation of HW, management of used oil and off-spec fuel, screen used oil, waste turn-in, facility inspections (at least weekly), container inspections (at least weekly), testing of equipment (at least monthly), contingency planning, preparation for shipment, housekeeping; new, used, and unusable container management; and facility maintenance work orders.
  • Coordinate with MPM to manage Installation Accumulation Points.
  • Conduct compliance inspections of installation Initial Accumulation Points.
  • Maintain compliance with all AF policies and goals on HW reduction by conducting assigned waste minimization activities.
  • Prepare HW containers for shipment and coordinate with transport/disposal contractors.
  • Submit weekly list of containers awaiting shipment that have exceeded 45-days of storage time.
  • Develop custom reports to support environmental reporting requirements.
  • Inventory and maintain supplies to support the HW requirements.
  • Conduct various environmental sampling activities IAW the Waste Analysis Plan (WAP) in the Hazardous Waste Management Plan (HWMP).
  • Perform waste characterization, and waste profile generation.
  • Strictly adhere to federal, state, and local waste regulations.
  • Assist Hazmat management when necessary.
  • Complete and maintain required training.
  • Other duties as assigned.

Qualifications
  • High school diploma or GED.
  • Minimum four (4) years of experience in hazardous waste management
  • Possess a valid Drivers License

Knowledge, Skills and Abilities
  • Ability to obtain NACI.
  • Military Hazmat/Hazardous Waste experience preferred.
  • Experience with management of Hazardous Waste in Florida and DoD hazardous waste operations.
  • A solid understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management is preferred.
  • Ability to follow established procedures and carry out assignments independently.
  • Although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
  • Ability to safely move and load extremely heavy drums and containers, in excess of 400 pounds, with provided material handling equipment.
  • Demonstrate knowledge of EESOH-MIS and/or relational databases.
  • Knowledge of Microsoft software products to include Excel and Access.
  • Have a specific awareness of data quality related to databases and report generation.
  • EESOH-MIS specific training preferred.
