Overview

The Installation Hazardous Materials Program (IHMP) Hazmat Specialist has primary responsibility manage the EESOH-MIS data and complete hazardous materials management operations in compliance with the HMTA, CERCLA, RCRA, Emergency Planning and Community Right-to-Know Act (EPCRA), OSHA; other applicable federal, state and local laws and regulations; and related DoD and AF directives (including Air Force Manual [AFMAN] 32-7002); installation-level protocols, policies, plans and fully support the Hazardous Materials Management Process (HMMP).

Responsibilities
  • Support the Installation Hazardous Materials Program (IHMP) as necessary.
  • Provide support and training on the EESOH-MIS, data management, metric reporting, training, and other Civil Engineering (CE) responsibilities under AFMAN 32-7002.
  • Provide technical support to ensure HM management and tracking occurs in EESOH- MIS as part of the HMMP.
  • Manage installation EESOH-MIS user accounts and complete annual SAAR validations.
  • Provide day-to-day support to HAZMART and base personnel.
  • Assist shops with submitting a Process Authorization request and be the Environmental Reviewer from Process Authorizations submitted in EESOH-MIS.
  • Establish local government purchase card procedures for HM purchases.
  • Ensure processes exist for tracking all HM in EESOH-MIS entering the installation.
  • Ensure all shops are following HAZMAT regulations and policies.
  • Identify process improvements and deficiencies in HMMP.
  • Conduct HM assessments and provide guidance IAW AFMAN 32-7002.
  • Provide training in support of the IHMP, including but not limited to topics such as EESOH-MIS user training, Shop Familiarization, General HMMP Familiarization, shelf- life extension program, and Hazmat Government Purchase Card (GPC) training.
  • Act as the liaison to the EESOH-MIS Help Desk.
  • Assist users in identifying HAZMAT stock numbers and/or part numbers and finding appropriate SDS; and assist with obtaining local stock number.
  • Generate and/or coordinate processing of reports required by installation.
  • Coordinate with MPM and HMMP to create, update and conduct EESOH-MIS User Training.
  • Complete and maintain required training.
  • Other duties as assigned
Qualifications
  • High school diploma or a GED. 
  • Minimum two (2) years of experience in hazardous materials management.
  • Possess a valid Drivers License.

Knowledge, Skills and Abilities

  • Ability to pass background check and be able to obtain, NACI.
  • Ability to work primarily in an office environment that is adequately lighted, heated, and ventilated, may be subjected to rain, cold, bright sun etc.
  • Ability to follow established procedures and carry out assignments independently.
  • Ability to demonstrate knowledge of EESOH-MIS and/or relational databases.
  • Possess solid knowledge of Microsoft software products is required to include Outlook, Excel and Access.
  • Possess a specific awareness of data quality related to databases and report generation.
  • Experience in HM tracking and/or database management.
  • Possess solid understanding of Safety Data Sheets and Hazardous Material identification and management is preferred.
  • EESOH-MIS specific training preferred.
