Job Description:

  • NAVSEA is the Department of Navy's (DON's) central activity for designing, engineering, integrating, building, and procuring U.S. Naval ships, shipboard weapons, and combat systems.
  • NAVSEA's responsibilities also include the maintenance, repair, modernization, and conversion of in-service ships and their weapons and combat systems.
  • NAVSEA's Equal Employment Opportunity's (EEO) Office's mission is to eliminate employment discrimination and promote equal employment opportunity, diversity, and inclusion in the workplace.
  • The Administrative Specialist's role is to partner with the Deputy EEO Officer on daily tasks to provide coordinated professional support services, executing a full range of administrative, mail and office management duties consistent with the needs of the mission as identified by the Government Task Manager.
  • Additionally, the Administrative Specialist will create and maintain a professional environment that accurately reflects and supports the department's mission, vision, and values and become a recognizable and critical member of the NAVSEA EEO Team.
  • This individual will make stakeholders feel welcome every time they step through the door or call the EEO Office as the first point of contact for internal and external stakeholders.
  • Additionally, he/she will become the central hub of all communication.

Duties and responsibilities include:

  • Support planning and executing NAVSEA EDI efforts, including but not limited to, general program assistance.
  • Provide data and information management.
  • Create and submit technical and status reports, factually accurate and complete, reflecting high quality and adherence to due dates and deadlines.
  • Support/Create Wiki pages to streamline, simplify and centralize how communication is stored and shared.
  • Provide assistance in the coordination and planning of a major event, such as monthly observances).
  • Assist in preparing policy, organizational performance metrics, coordinate with other organizations on key task (e.g., leadership training, onboarding/check-in/out, and webpage management).
  • Support briefs and meetings as required, including preparation and consolidation of inputs for briefs, attendance at meetings, generating agendas and minutes, facilitating effective meetings/briefs, or similar meeting support.
  • Provide coordination support for EDI/EEO programs (i.e. functional areas).
  • Draft and compile inputs, and support EDI publications.
  • Provide acceptable quality level documents free of spelling errors, that are grammatically correct, correctly formatted, and fully coordinated with relevant stakeholders.
  • Assist with designing and drafting briefing materials, communication, and marketing materials to describe, explain and promote command initiatives.
  • Create Wiki pages to streamline, simplify and centralize how communication is stored and shared.
  • Develop executive-level documents and communications to include briefing materials, PowerPoint presentations, issue/decision/point papers, manuals, marketing materials, reports, annual reviews, and strategic plans.
  • Create comprehensive communications and marketing materials (i.e. Standard Operating Procedures, Wiki pages, and SharePoint site updates, flyers, reference guides, and EDI's Email Content) and develop implementation strategies. Develop and implement a communication strategy that includes media outreach and social media content creation. Provide marketing for EEO program, online training communications, and any succeeding collaboration site/tool, and user guides/manuals.
  • Create, edit and format information for various media channels to include printed materials, emails, websites, and other electronic access points.
  • Assist with innovative marketing/awareness, expand social research, and provide online training to the workforce. Work with key stakeholders on EDI content ideas, in line with the organization's strategy and in support of various brand initiatives.
  • Acquire and maintain a detailed knowledge of the NAVSEA, EEO policies, principles and strategies, and keep up with relevant developments.
  • Provide office management to EDI Office (order supplies, equipment, maintenance, IT request and facilities)
  • Build and maintain relationships with customers and key stakeholders.
  • Provide data entry support as needed.
  • Develop/maintain content for SharePoint sites.
  • Analyze official mail addressed to EDI personnel to determine the cognizant action organization, directorate, or division.
  • Analyze and determine routing and control of mail internally and externally to NAVSEA.
  • Receive and answer telephone calls and walk-in inquires.
  • Perform administrative duties, such as drafting correspondences, filling out forms, ordering basic supplies, and coordinating with internal/external organizations.
  • Retrieve employee information from Command global email address list to properly route documents.
  • Assist in the distribution of directives and other material that requires multiple routings.
  • Use various software packages to process incoming and outgoing mail smoothly and efficiently.
  • Arrange packages and mail pickups with appropriate carriers.
  • Receive and process incoming and outgoing mail containing classified, controlled unclassified, and personally identifiable information.
  • Assist with the facilitation of virtual training and provide IT/Telecom support.
  • Coordinate monthly EDI training.
  • Work with records management officials regarding maintenance and disposal procedures and standards, forms and reports, as appropriate.
  • Prepare Request for Personnel Actions (RPAs) for recruitments, personnel actions, and incentive awards.
  • Process Transfer/Intro/Exit (TIE) requests for seating/moving individuals or groups within the organizational footprint.
  • Assist with the development of on-line automated processes to increase efficiency and improve capabilities and effectiveness of services.

Required Skills and Experiences:

  • 3 to10 years' working experience in administrative support roles.
  • Excellent oral and written communication skills. 
  • Strong customer service skills.
  • Ability to work under direction and independently, be self-motivated, and results oriented.
  • Ability to multi-task and organize work and schedules to adjust to multiple and evolving priorities.
  • Detail-oriented and exhibits creative problem-solving skills.
  • Intermediate competence with MS Office applications (Word, Excel, PowerPoint, SharePoint, Teams, etc.)
  • Ability to serve as a team player and able to work with government, contractors, and administrative teams.
  • Must be a U.S. citizen.
  • A secret security clearance.
