A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.Examples of DutiesUnder the general supervision of the Educational Specialist III of the Academic Advancement Section, Office of Curriculum & Instructional Design, the Educational Specialist II:
1. Provides leadership in the planning, development, and monitoring of Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant activities. Evaluates GEAR UP program implementation and recommends improvements to ensure conformance to program standards, policies, legal or administrative directions, and state and federal guidelines. Provides leadership and technical direction in the development and implementation of the GEAR UP program initiatives. Maintains administrative and fiscal oversight of the program.
2. Keeps abreast of current and significant research and promising educational programs related to GEAR UP initiatives. Keeps abreast of federal policies and/or regulations and complies with requirements. Coordinates efforts with stakeholders to ensure accountability and compliance with program directives. Develops resources for and provides support to districts, complex areas, and schools, and provides guidance to support the effective delivery of a quality GEAR UP program.
3. Works with community and parent groups and other constituents requesting GEAR UP-related services. Collaborates with state-level personnel and complex area teams to build capacity and coordinate activities, resources, and program implementation efforts. Serves as a liaison between the Department and other state government agencies, community groups, and professional organizations in the area of GEAR UP. Serves as an active member on the Department's cross-functional teams related to supporting the Department's Strategic Plan and other assigned tasks related to the GEAR UP program.
4. Prepares program plans, annual performance reports, budgets, expenditure plans, contracts, memoranda of agreements, legislative testimonies, memos, and other documents as required. Prepares and presents GEAR UP information, reports, and testimony for a wide variety of audiences. Monitors GEAR UP federal funds and matching funds expenditures and documentation.
5. Identifies in-service training needs as related to GEAR UP objectives. Designs and/or facilitates professional development opportunities to provide technical assistance to staff responsible for carrying out GEAR UP programming.
6. Performs other related duties as assigned.
Minimum QualificationsEducation: Graduation from an accredited college or university with a master's degree in a subject field appropriate to the area(s) of assignment.
Education Substitution: Bachelor's degree from an accredited college or university or valid certificate license in education plus five (5) additional years of relevant experience in a subject field appropriate to the area of assignment.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, including experience with program development, implementation, and evaluation.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Foundations of American education; curriculum design and development; adult learning theory; group dynamics and group problem-solving techniques; project management principles and techniques; tests and measurements; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Federal grant administration; equity strategies; research on contemporary, innovative instructional models; and experience with implementing action research processes.
Ability to: Ability to work effectively in a team environment and collaborate with others to achieve goals. Demonstrated ability to design and implement innovative approaches to school improvement. Strong analytical, communication (oral and written), problem solving, and project management skills are essential. Ability to plan and lead workshops, seminars and other professional-level training sessions.

Supplemental InformationSALARY RANGE: EOSR-7, $113,660 to $160,893.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

- Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
- Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
- Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
- Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
- Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
- Social Security: As an employer, the State also contributes to an employee's social security account.
- Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
- Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
