The successful candidate will lead workforce development consulting engagements across Canada, combining strategic advisory work with advanced labour market analytics.
Key responsibilities include:
- Lead workforce development strategies across sectors and regions, including labour forecasting, skills gap analysis, and workforce planning
- Advise on the design and evaluation of skills and training systems, including apprenticeships, upskilling/reskilling, and micro‑credentials
- Lead sector‑based workforce initiatives with industry and employers across priority sectors (e.g., construction, clean energy, health, digital)
- Design and execute labour market research and program evaluations using major Canadian datasets
- Translate complex analysis into clear reports, briefings, visualisations, and executive presentations
- Manage client relationships, deliver executive presentations, mentor staff, and support business development
Our team delivers strategic advisory, analytics, and evaluation services focused on workforce development, employment systems, and economic development across Canada. We support governments, industry, and communities in responding to labour market change and building resilient, inclusive workforces.
Our work includes:
- Workforce strategy, planning, and forecasting
- Labour market analysis and intelligence
- Skills and training system design
- Program evaluation and performance measurement
- Sector-based and regional workforce solutions
We work closely with federal, provincial, territorial, and Indigenous partners, as well as sector councils, training providers, and employer organizations.
You are someone with:
- A degree in public policy, economics, public administration, education, human resources development, urban/regional planning, statistics, or a related field is required; a master’s degree is preferred
- Six or more years of experience in workforce development consulting, government workforce policy, training system administration, sector council leadership, or a comparable role within Canada’s workforce ecosystem
- A minimum of 2 years of experience in a management or leadership role, including responsibility for project delivery, mentoring staff, or managing teams
- Demonstrated expertise in quantitative and qualitative research methods and hands-on experience with Canadian labour market datasets
- Experience designing and delivering program evaluations using recognized evaluation frameworks
- Outstanding analytical, writing, and communication skills, with the ability to produce high-quality reports, data visualizations, and executive-level presentations
- Strong interpersonal skills and the ability to manage multiple priorities in a fast-paced consulting environment
- Proven ability to lead complex, multi-stakeholder projects for federal agencies, provincial ministries, and/or Indigenous organizations
- Quebec Locations: Bilingualism in French and English is required for this position due to the nature of the role having interactions with National & Global clients and project teams
The following experience is not mandatory, but an asset:
- Strong understanding of Canada’s federal-provincial-territorial workforce policy architecture (e.g., WDAs, LMDAs, Sectoral Workforce Solutions Program, apprenticeship and Red Seal systems, provincial delivery models)
- Experience working with Indigenous communities, with demonstrated cultural competence is an asset
- Business development experience, including government proposal writing
- Eligibility for Government of Canada security clearance
- Excellent English communication skills; Bilingualism in French is an asset

The salary range for this position is $101,000 - $169,000, and individuals may be eligible to participate in our bonus program.
