POSITION SUMMARY
The ECDC Manager supports the mission of the Envision Child Development Center by overseeing the day-to-day operations of the Center. Working closely with the ECDC Director, this role ensures high-quality care and education are consistently provided while maintaining compliance with all regulatory requirements.
KEY RESPONSIBILITIES:
Operational Leadership:
  • Oversee and manage the daily operations of the Center to ensure a safe, welcoming, and professional environment.
  • Partner with the Director to implement strategic goals, recruitment strategies, financial goals, and support overall Center success.
  • Maintain an active Childcare Director’s Certificate meeting Texas Rising Star education and training requirements.
  • Contribute to the development of standard operating procedures (SOPs), key performance indicators (KPIs), center performance metrics (CPMs), and annual budgets.
  • Complete monthly management-by-means (MBM) exercises and contribute to KPI tracking, budgetary reviews, and forecasts.
  • Foster a culture of exceptional customer service and accountability.
  • Maintain required Director credentials and ongoing professional development to meet or exceed Texas Rising Star education and training expectations.

Staff Supervision & Development:
  • Provide day-to-day support, supervision, and mentorship to classroom and support staff.
  • Monitor team performance and escalate personnel or operational concerns to the Director.
  • Assist with onboarding, training, scheduling, and periodic evaluations of team members.
  • Offer support to the ECDC team, including training and supervisory assistance.

Compliance & Administrative Management:
  • Ensure Center compliance with Texas Health and Human Services, Texas Rising Star, and other regulatory bodies through timely reporting, process oversight, and record management.
  • Stay current with federal, state, and local regulations and ensure the Center operates accordingly.
  • Oversee accurate processing of childcare fees, account reconciliation, and financial inquiries.
  • Maintain and generate reports from Center software systems, ensuring data integrity and confidentiality.
  • Manage prospective student recruitment, intake, and enrollment documentation.
  • Assist with internal audits, reporting, and documentation preparation.
  • Maintain complete and audit-ready files, ensuring qualifications, annual training plans, completed training hours, and Workforce Registry participation meet Texas Rising Star and licensing standards.

Parent & Community Engagement:
  • Support families with check-in procedures and Center communication platforms.
  • Provide transportation as needed using the company vehicle, adhering to safety and licensing regulations.
  • Attend community and public policy events to represent ECDC.
  • Collaborate on the development, annual review, and distribution of the Parent Handbook, family communications, and Center calendar to ensure alignment with program policies, family education practices, and Texas Rising Star standards.
  • Help coordinate annual Center events, tours, and serve as a welcoming point of contact for families and visitors.
  • Facilitates meaningful family engagement by soliciting and reviewing parent feedback through ongoing communication, surveys, and evaluations, and incorporating input into program planning and operations when appropriate.
  • Maintains consistent family communication and involvement by coordinating parent/teacher conferences at least annually, documenting outcomes, and inviting families to participate in program-related activities and events throughout the year.

Job Qualifications
JOB REQUIREMENTS INCLUDE:

Education & Experience:
  • Bachelor’s degree (BA or BS) required, from an accredited college or university.
  • Minimum of 12 college credit hours in Early Childhood Education required.
  • Minimum of 6 college credit hours in Business Management, Business Administration, or a closely related field required.
  • Minimum 1–3 years of supervisory or leadership experience in a childcare or early childhood education setting.
  • Prior experience in a licensed early childhood development facility preferred.
  • Must meet or be eligible to meet the highest education and experience qualifications under the Texas Rising Star program.

Knowledge/Skills & Abilities:
  • Strong knowledge of early childhood education practices, regulatory standards, and developmental benchmarks.
  • Proficient in Microsoft Office Suite; comfort with childcare management software and databases.
  • Excellent communication, organizational, and problem-solving skills.
  • Ability to manage multiple priorities, make independent decisions, and demonstrate initiative.
  • Demonstrated commitment to inclusivity and supporting children of all abilities, including those who are blind or visually impaired.
  • Professional demeanor with a warm and approachable leadership style.

Licenses & Certifications:
  • Texas Health and Human Services Childcare Director’s License (required).
  • CPR and First Aid certification (must be obtained within 30 days of hire).
  • Valid driver’s license with a clean driving record (for transportation duties).
  • Must be able to meet or obtain the highest score for Texas Rising Star in all categories.

SUPERVISORY RESPONSIBILITIES:
  • Total Number of Employees Directly Supervising: 6-12
  • Number of Subordinate Supervisors Reporting to Position: 0

VISION REQUIREMENTS INCLUDE:
Can be performed with or without assistive technology:
  • X Required to perform activities such as: preparing/analyzing data/figures; viewing a computer screen; reading; inspecting small objects for defects; using measuring devices; and/or assembling parts with close eye contact.
