Job description

STV is seeking a Project Manager (PM) tomanage deferred maintenance and client funded projects from pre-construction through closeout. The PM oversees the management of renovations, refurbishment, and repair projects by providing staff with technical information and guidance, ensuring collaboration with State or local agencies, approving recommendations proposed by staff, meeting with staff to obtain project status updates, conducting site visits and project reviews, and ensuring the project is in accordance with approved plans, specifications and county standards. The Project manager is responsible and accountable for the successful delivery of the project(s), and responsible for schedule, cost, and customer approval.
This position will support the Probation Department projects. Experience with executing Probation projects, experience with juvenile halls and SYTF (Secure Youth Treatment Facility) related projects, and compliance with the Board of State and Community Corrections (BSCC) is requested.
Key responsibilities include:
  • Project Management: Develop project plans to manage vendors and execute projects with established milestones, routine oversight of project execution in the field, and consistent stakeholder coordination.
  • Work Order Management: Coordinates the development of contracts and work orders by developing detailed scopes of work, Requests for Proposals, reviewing contractor proposals, and processing work order packages.
  • Budget Management: Managing the budgets of projects, assisting with funding requests.
  • Schedule Management: Develop and maintain project or program-level schedules.
  • Reporting: Provide weekly status reports for ISD leadership and County stakeholders.

Qualifications:
  • The contractor's Project Manager must possess a bachelor's degree.
  • Must have at least five (5) years of experience in the last ten (10) years providing Construction Project Management-related services for governmental entities.
  • Minimum of fifteen (15) years of work experience in the construction industry.
  • Proficiency in Microsoft Office products, including advanced Excel skills.
  • Familiarity with cloud-based construction management software.
  • Strong communication and team management skills.
  • The ability to thrive in a fast-paced, intense environment.

Preferred Qualifications:
  • 5-10 years of experience with Job Order Contracting (JOC), IDIQ, or similar delivery methods preferred.
  • Experience managing tenant improvement, renovation, or occupied-space projects; facilities modernization.
  • Experience administering public-sector construction projects and procurement processes
  • CCM, PMP, DBIA, or similar professional certification.
  • Familiarity with Gordian, eBuilder or other JOC management systems.

Compensation Range:
$143,435.23 - $163,925.98
