Job description

Epsilon Systems is seeking a full time Operations Planning Manager (EAP) for the Portsmouth VA office.
Summary
The Operations Planning Manager reports to the Vice President/General Manager of Engineering and Advanced Products and oversees planning, scheduling, personnel assignments, and project data management for modernization, repair, and manufacturing projects within Engineering and Advanced Products. The role supports Production and Project Management teams by leading project planning, resource management, POA&M development, change reporting, and use of workforce scheduling tools such as SAVIOM. This position also manages CDRL tracking and develops project support staff.
The manager collaborates with Estimators and Project Managers to convert bids into fully planned projects, create milestone timelines, and track progress. They work closely with Executive Management, HR, and various support departments to ensure adequate resources, resolve issues, and maintain organizational discipline. This role contributes to labor estimate reviews, bid strategy assessments, and fosters strong cross-departmental working relationships to ensure effective and high-quality project execution.
Duties and Responsibilities:
  • Develop and manage the POA&M Planning Process, including scheduling and resource loading during the bidding phase.
  • Organize and maintain estimating/bid-phase information to ensure an efficient project handoff upon award.
  • Develop and manage workload forecasting and resource management in SAVIOM, collaborating with Production, Estimating, and senior leadership.
  • Supervise and manage the Change Management Process.
  • Train and coach Project Managers on scheduling, resource loading, Earned Value, and Change Management.
  • Develop and maintain Project Event/CDRL Readiness Lists and track submissions.
  • Coordinate with Estimators and Project Managers to translate bids into fully planned and resourced projects.
  • Create project milestone timelines (POA&Ms) and track accomplishment of project work.
  • Provide weekly updates to government, as required by contract
  • Lead project schedule section of periodic project reviews.
  • Work closely with Executive Management, Estimators, Project Managers, HR, and Production to resolve issues and support labor needs.
  • Collaborate with departments including Production Support, QA, and Safety to ensure adequate project support.
  • Perform other duties as assigned.

Qualifications:
  • High school diploma and 5 years of experience in ship modernization and scheduling required.
  • Minimum 10 years of related marine, shipyard, or industrial experience or equivalent combination of education and experience.
  • Proficiency in Microsoft Office applications, including Microsoft Project and Excel.
  • Ability to read, analyze, and interpret business periodicals, technical procedures, and governmental regulations.
  • Strong report-writing and business correspondence skills.
  • Ability to present information effectively to groups of managers.
  • Strong oral, written, and interpersonal communication skills.
  • Ability to solve practical problems with limited standardization and interpret instructions in various formats.
  • Must be able to gain access to military installations.
  • Must be able to work a flexible schedule as needed.

Preferred Qualifications:
  • Bachelor's degree in Marine Engineering, Naval Architecture, or other engineering fields preferred.

Supervisory Requirements
  • Responsible for recruiting, coaching, mentoring, and developing Project Management support personnel.
  • Ensures team adherence to project scheduling practices, resource management processes, and change management standards.
  • Provides training to Project Managers on planning tools, scheduling concepts, earned value, and change management processes.
