Job description

Dynamis is seeking a highly organized Training Operations & Course Administration Specialist to support the U.S. Marshals Service (USMS) Asset Forfeiture Division (AFD) in coordinating and administering training programs that strengthen workforce knowledge, skills, and operational performance in support of the mission of the Department of Justice (DOJ).
The Training Operations & Course Administration Specialist is responsible for coordinating the administrative, logistical, and operational activities that support classroom, virtual, and blended learning programs. This position administers LearnUSMS and other Federal Learning Management Systems (LMS), coordinates course scheduling and enrollment, maintains training records and documentation, assists with maintaining training catalogs and centralized training resource libraries, and supports Government training planning activities.
The Training Operations & Course Administration Specialist collaborates closely with Government stakeholders, instructors, curriculum design personnel, training evaluation personnel, subject matter experts, and learners to ensure training resources, documentation, scheduling, logistics, and administrative processes are accurate, current, and aligned with organizational requirements.
The successful candidate is a detail-oriented training professional with demonstrated experience administering workforce learning programs, managing multiple priorities, maintaining accurate training records, coordinating learning operations, and providing exceptional customer service in a fast-paced training environment.
Location: U.S. Marshals Service Headquarters - Arlington, VA
This position is based in the Washington, DC metropolitan area. Hybrid or telework arrangements may be authorized based on contract requirements and Government approval. Occasional on-site attendance is required to support meetings, curriculum planning sessions, and training initiatives.
Responsibilities:
  • Administer LearnUSMS and other Federal Learning Management Systems (LMS) to support course scheduling, enrollment, learner accessibility, training records, certifications, and course completion tracking.
  • Coordinate classroom, virtual instructor-led, and blended learning events in support of USMS AFD training requirements.
  • Coordinate course scheduling, registration, enrollment, participant communications, and other administrative activities in support of the training program.
  • Create, maintain, and update a centralized training library containing training materials, reference guides, tools, and supporting documentation.
  • Develop, maintain, and update a structured training catalog identifying courses, learning paths, target audiences, prerequisites, and competency alignment.
  • Ensure training materials remain current, version-controlled, and updated to reflect changes in policies, protocols, systems, and regulatory requirements.
  • Maintain accurate training documentation, learner records, attendance records, certifications, and other administrative training records.
  • Gather data to support training compliance, learner performance, and program administration.
  • Prepare supporting documentation for the USMS AFD Annual Training Budget submission and Annual Training Schedule.
  • Provide logistical support and coordinate with USMS AFD stakeholders to support planning and execution of training events.
  • Coordinate instructors, subject matter experts, Government stakeholders, and learners to support successful training delivery.
  • Support assessments, examinations, course evaluations, and other post-course administrative activities.
  • Travel to training locations and support in-person delivery when required by the contract.

Requirements:
  • U.S. Citizenship required
  • Bachelor's degree in education, Adult Education, Curriculum and Instruction, or a related field. In lieu of a bachelor's degree, ten (10) years of directly related professional experience may be substituted.
  • Minimum of five (5) years of professional experience applying formal training administration techniques.
  • Experience developing and maintaining course catalogs, centralized training libraries, and training documentation.
  • Experience administering Learning Management Systems (LMS) to support course scheduling, enrollment, learner records, training completions, and certification tracking.
  • Experience preparing training budget support materials, training schedules, and administrative documentation.
  • Experience coordinating classroom, virtual instructor-led, and/or blended learning programs.
  • Experience supporting training logistics, stakeholder coordination, and workforce learning program administration.
  • Demonstrated ability to organize multiple priorities while maintaining accurate records and meeting established deadlines.
  • Strong organizational, administrative, customer service, written, verbal, and interpersonal communication skills.
  • Proficiency with Microsoft Office Suite, Learning Management Systems, virtual meeting platforms, and other technologies supporting training administration.
  • Ability to obtain and maintain a Moderate Risk Background Investigation (MBI).
  • Ability to travel is required to support training delivery.

Preferred:
  • Graduate degree in Education, Adult Education, Business Administration, Public Administration, Organizational Development, Training and Development, or related discipline.
  • Experience supporting training programs for Government agencies, particularly within the Department of Justice (DOJ), Department of Homeland Security (DHS), or other law enforcement organizations.
  • Experience administering LearnUSMS or comparable Federal Learning Management Systems supporting workforce training.
  • Experience supporting enterprise training operations, including training libraries, course catalogs, certification tracking, and documentation management.
  • Maintain training documentation, reference materials, and supporting resources to ensure information remains accurate, accessible, and current.
  • Experience coordinating classroom, virtual instructor-led, and blended learning programs.
  • Experience supporting annual training planning, budget documentation, and program scheduling.
  • Experience coordinating multiple concurrent training events in a fast-paced operational environment.
  • Related professional certifications applicable to training administration, learning technologies, project coordination, workforce development, or business administration.

Salary range: $80,000-100,000
The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
