Job description

MDW Associates is seeking a knowledgeable DoW Pay Technician Leadย to support the Air Force District of Washington (AFDW) by providing front-line financial customer service, case management, pay inquiry resolution, and transaction support to military members, civilians, and other customers across the National Capital Region and worldwide.

The DoW Pay Technician Lead will interact directly with customers in person, by phone, through organizational mailboxes, and through financial management and case management systems. Successful candidates must be able to establish rapport with customers of all ranks and temperaments, perform independent research, maintain accurate case documentation, complete timely follow-up actions, and provide accurate, thorough resolutions. The role requires disciplined use of customer service trackers, proper handling of CUI and source documents, and consistent compliance with records management, privacy, and financial management procedures.

The position may support military pay, civilian pay, travel pay, or a combination of these areas using systems such as CSP, LeaveWeb, eFinance, CMS, DJMS, WebDMO, FMWF, Qtrac, and organizational mailboxes. Candidates must be flexible, willing to learn new systems and procedures, and capable of supporting timely correction of pay-related issues.

This role is on-site and is located at Joint Base Anacostia-Bolling, Washington, D.C.

The DoW Pay Technician Lead may perform a combination of some or all of the following duties:

  • Direct the day-to-day activities of a seven-member Pay Technician team, ensuring accuracy, compliance, and timely execution of pay-related functions.
  • Provide professional, timely, and accurate financial customer service to military, civilian, and Government customers.
  • Create, update, document, elevate, and track customer cases and inquiries through applicable financial management systems.
  • Maintain a daily customer service electronic tracker and complete follow-up actions within established timeframes.
  • Conduct independent research using applicable regulations, continuity materials, and instructions to resolve customer inquiries.
  • Maintain required financial management system access.
  • Perform accurate data entry and ensure customer resolutions are complete, accurate, and well documented.
  • Follow CUI, Privacy Act, records management, and source document handling requirements.

The DoW Pay Technician Lead may support one or more of the following functional areas:

  • Military Pay: Support military pay inquiries, pay record research, entitlement and allowance processing, debt-related actions, rejected transaction correction, and case creation or follow-up using systems such as DJMS, CMS, CSP, WebDMO, and related tools.
  • Civilian Pay: Support civilian PCS-related reimbursement and entitlement inquiries, voucher preparation, inbound and outbound briefings, and coordination with other offices to resolve civilian pay issues.
  • Travel Pay: Support travel entitlement questions, voucher preparation, rejected voucher correction, travel pay documentation, travel briefings, and coordination with the Travel Pay Processing Center or other applicable organizations.

Required Experience/Skills:

  • Good legal standing and ability to access a military installation
  • Real ID-compliant identification
  • Ability to maintain access to required financial management systems
  • Strong planning, organization, communication, typing, accurate data entry, attention to detail, confidentiality, thoroughness, decision-making, independence, analysis, and ability to work under pressure
  • Ability to work professionally with military, civilian, and contractor personnel
  • Ability to research and apply financial regulations, policies, procedures, and customer service guidance
  • Ability to maintain accurate trackers, case documentation, source documents, and records
  • Ability to work on-site at JBAB and/or the Pentagon Operating Location

Desired Experience/Skills:

  • At least one year of financial management customer service experience
  • Understanding of Air Force Financial Management organizations, functions, and publications
  • Experience using one or more of the following systems: CSP, LeaveWeb, eFinance, WebDMO, FMWF, CMS, DJMS, Qtrac, or similar financial/case management systems
  • Prior military pay, civilian pay, travel pay, comptroller, disbursing, finance office, or Defense financial management experience
  • Familiarity with AFMAN 65-116v1, DoD FMR, JTR, Privacy Act requirements, CUI handling, and records management practices

Education Requirement(s):

  • High school degree with 5 years of experience OR a bachelor's degree with 1 year of experience

Security Requirement(s):

  • Ability to obtain and maintain an Active Secret Security Clearance
  • Ability to obtain and maintain a Common Access Card
