Job Summary
Staff Engineer - Substation Engineering Standards (Physical Design)
Dominion Energy's Electric Transmission Engineering Standards group is seeking a Staff Engineer to support the development, maintenance, and implementation of Substation Engineering Standards, with a focus on physical design. This role contributes to the creation of consistent, safe, and high-quality design practices across substation capital projects and operational initiatives.
The Staff Engineer will support standard development initiatives for Electric Transmission Construction, Operations, Field Operations, Reliability, and Project organizations. Responsibilities include assisting in the development of engineering standard drawings, design requirements, and application guidance for substation equipment such as transformers, breakers, instrument transformers, and associated yard components.
This position will perform and support engineering studies to strengthen substation physical design standards, including areas such as equipment layout, grounding, and raceway systems. The role also contributes to evaluating existing materials, components, and standards to identify improvements in efficiency, cost, and constructability
The Staff Engineer will assist in developing substation purchase specifications and support training initiatives for engineering and partner teams, helping ensure consistent application of design principles across Electric Transmission and Distribution. The role will collaborate with internal stakeholders, external partners, and vendors, and may participate in industry groups to stay informed on evolving standards and best practices
This position provides technical support to project teams and contributes to standards governance through document development, technical reviews, and cross-functional coordination, while continuing to build subject matter expertise within substation physical design.
Required Knowledge, Skills, Abilities & Experience
  • 8+ years of relevant engineering experience.
  • Experience with general arrangement drawings, one-line diagrams, and substation physical design.
  • Experience in substation physical design, including equipment layout, grounding fundamentals, and raceway systems.
  • Familiarity with engineering standards, specifications, and typical drawings within a utility or utility-facing environment.
  • Ability to interpret engineering codes, regulations, and industry standards (e.g., NESC, IEEE, NEC).
  • Strong analytical and problem-solving skills with the ability to support complex engineering assignments.
  • Strong oral and written communication skills, including technical documentation.
  • Ability to work effectively both independently and in a team environment.
  • Strong organizational and time management skills, with the ability to manage multiple assignments.
  • Experience with substation design tools (e.g., AutoCAD, MicroStation, Autodesk applications) preferred.

Education Requirements
Degree required (equivalence not accepted in lieu of degree):
Bachelor in Engineering
Preferred Disciplines: Electrical or Mechanical Engineering
For placement of a candidate in an Engineer title, the following criteria must be met:
  • Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
  • Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
  • Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
  • Holds or has previously held a valid U.S. Professional Engineer license.

Licenses, Certifications, or Quals Description
Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.
For Nuclear employees, this ANSI standard must be met, all of which is met or exceeded in the Engineer series job summaries with the exception of the Nuclear Power experience requirement of at least 1 year:
ANSI/ANS-3.1-2014, Section 4.6.1 Education requirements: Baccalaureate or associate degree in engineering or related science. Minimum experience for the position: Related experience which shall include 2 years; Nuclear power plant experience to include 1 year.
