We are seeking a Senior DoD Proposal Manager to lead the full lifecycle of competitive proposal efforts in support of our growing Department of Defense portfolio, with a primary focus on US Army acquisitions. This is a high-impact role for a seasoned capture and proposal professional who thrives in a fast-paced GovCon environment and takes ownership of winning.
Proposal Leadership & Management
  • Lead end-to-end proposal development for US Army competitive acquisitions, including responses to RFIs, RFQs, RFPs, and Sources Sought notices
  • Manage all phases of the proposal lifecycle: kickoff, outline development, schedule management, writing, review, production, and final delivery
  • Develop and enforce proposal schedules, compliance matrices, and annotated outlines aligned to solicitation requirements
  • Coordinate across internal teams - BD, capture, technical, contracts, pricing, HR, and subcontractors - to produce cohesive, compelling proposals
  • Direct and manage proposal writers, subject matter experts (SMEs), graphic designers, and external consultants as needed

Capture & Strategy Support
  • Collaborate with the capture team to translate win strategies, themes, and discriminators into compelling proposal narratives
  • Participate in gate reviews, color team reviews (Pink, Red, Gold), and after-action reviews to continuously improve proposal quality
  • Support BD pipeline activities including RFI responses, market research, capability statements, and white papers
  • Maintain and apply knowledge of DoD acquisition policies, FAR/DFARS requirements, and source selection criteria

Content Development & Quality
  • Write, edit, and refine proposal sections including executive summaries, technical approaches, management plans, past performance narratives, and staffing plans
  • Ensure proposals are fully compliant with solicitation instructions, evaluation criteria, and applicable regulations
  • Develop and maintain a robust proposal content library including reusable narratives, graphics, and boilerplate
  • Apply Section 508 accessibility standards and formatting requirements as applicable

Process & Tools
  • Establish and continuously improve proposal processes, templates, and best practices consistent with APMP standards
  • Manage proposal artifacts using collaboration tools and document management platforms (e.g., SharePoint)
  • Track and report on proposal status, lessons learned, and win/loss data to inform BD strategy

REQUIRED QUALIFICATIONS
  • 12 to 15 years of progressive experience in DoD proposal management, with a significant focus on US Army acquisitions
  • Demonstrated track record of managing and winning competitive DoD proposals across a range of contract types (FFP, T&M, CPFF) and vehicle types (IDIQs, MACs, BPAs, open market)
  • Demonstrated capability to manage and win proposals valued at more than $85M
  • Expert-level proficiency in responding to RFIs, RFQs, and RFPs across DoD components (Army, Navy, USAF, DISA, MDA, SOCOM, and others)
  • Understanding of the Federal Acquisition Regulation (FAR), DFARS, and DoD source selection processes
  • Strong command of proposal compliance, outline development, and schedule management
  • Exceptional written and verbal communication skills with the ability to translate complex technical concepts into clear, evaluator-focused narratives
  • Ability to manage multiple simultaneous proposals under tight deadlines with minimal supervision

PREFERRED QUALIFICATIONS
  • APMP certification (Foundation or higher) strongly preferred
  • Experience supporting proposals under GSA MAS, Army ITES-3S, Navy SeaPort-NxG, or similar IDIQ vehicles
  • Familiarity with CMMC 2.0 requirements and cybersecurity-related proposal content
  • Experience with DoD capture strategy, competitive intelligence, and price-to-win analysis
  • Proficiency with proposal automation tools and AI-assisted writing platforms
  • Active Secret clearance or above
