Job description

Summary: With oversight of the Utilities Manager, supports day-to-day operation and long-term health of site utility and process support systems through coordination of environmental compliance activities, including hazardous waste management, hazardous materials tracking, stormwater pollution prevention, and air emissions monitoring and reporting. Monitors unit health and operating performance through review of key indicators, trends, and constraints to identify risks, inefficiencies, and optimization opportunities.
Assists in meeting site safety, reliability, and production objectives by supporting Process Safety Management elements including operating procedures, management of change, incident investigation, and compliance documentation. Provides technical support for projects, specification development, equipment and process troubleshooting, failure analysis, and root cause documentation. Collaborates with operations, maintenance, and technical leadership to improve unit reliability, optimize throughput and energy usage, and maximize production quality at the lowest total cost.
Reports to the Utilities Manager to drive continuous improvement, regulatory compliance, and safe, reliable operation of the Oxnard Mill.
Essential Functions of the Job:
  • Manages site environmental programs and permits, including air emissions, wastewater, hazardous waste, hazardous materials, stormwater, and greenhouse gas/cap-and-trade compliance.
  • Operates and supports wastewater treatment systems to meet industrial discharge permits; provides on-call operational support for production and utility systems.
  • Performs daily environmental and unit health reviews; investigates deviations, conducts root cause analysis, and communicates risks and corrective actions to leadership and regulatory agencies.
  • Prepares and submits regulatory reports, certifications, and permit renewals; ensures environmental fees, invoices, and reporting obligations are met accurately and on schedule.
  • Serves as primary liaison with regulatory agencies; leads inspections, audits, and compliance assessments to maintain regulatory readiness.
  • Supports Process Safety Management activities, including MOC, operating procedures, incident investigation, and compliance documentation.
  • Maintains hazardous material inventories and chemical approval processes; evaluates new chemicals and oversees compliance planning.
  • Oversees environmental contractors and testing programs, including emissions testing, wastewater analyses, hazardous waste disposal, and permit certifications.
  • Analyzes operational and chemical usage data to monitor unit health, identify constraints, and drive reliability, efficiency, and cost optimization.
  • Provides technical support to production to improve throughput, energy efficiency, product quality, and process reliability.
  • Leads or supports chemical trials; validates data integrity and documents results and recommendations.
  • Delivers environmental and safety training; conducts safety audits and supports site safety programs.
  • Participates in community and stakeholder outreach; monitors regulatory changes and advises leadership on implementation needs.
  • Provides leadership coverage for the department as needed, reports to the Utilities Manager.

Qualifications:
  • Chemical Engineer, Environmental Engineer or Pulp & Paper Bachelor's degree required.
  • Preferred work experience
  • Strong written and oral correspondence
  • Able to navigate through various Manufacturing software platforms.
  • Must have good knowledge of Microsoft suite programs

  • The noise level in the work environment is usually loud (80+dB).

  • Occasionally exposed to loud, moving mechanical equipment; high precarious places; vapor or corrosive chemicals; hot and cold; blood borne pathogens; and risk of electrical shock.
  • The noise level within the office is usually quiet, and the temperature is regulated to be comfortable.
  • Occasionally the employee is exposed to the Mill work environment which can be hot and the noise level is loud.
