Role Overview:
The Technical Writer supports the MOCTT Documentation Support Services mission at the Marine Corps Tactics and Operations Group's (MSTP) C2 Training and Education Center of Excellence (C2TECOE) Branch, Quantico, VA. This role develops, edits, and formats a range of doctrinal, instructional, and technical documentation that directly supports the Marine Air-Ground Task Force Operations Center Training Team (MOCTT).
Working under the direction of the Senior Technical Writer, the Technical Writer executes content development, editing, and formatting tasks in support of MOCTT's training and doctrine products. This includes lesson plans, After Action Reports (AARs), Standard Operating Procedures (SOPs), and T&R-based analytical tools. The position requires adherence to Marine Corps documentation standards and secure facility protocols, ensuring all deliverables are doctrinally accurate, professionally formatted, and version-controlled within an ISO 9001-compliant Quality Management System (QMS).
General Skillset
  • Proficiency with Microsoft Office 365 applications (Word, Excel, PowerPoint, Outlook)

  • Ability to interpret and organize technical and doctrinal information

Specific Skillset
  • Demonstrated proficiency in Adobe FrameMaker for document layout and formatting
  • Working knowledge of Marine Corps correspondence standards (SECNAV M-5216.5, MCO 5216.20B)
  • Experience developing and editing lesson plans, SOPs, reports, and doctrinal documents for DoD or USMC programs
  • Familiarity with MCISD/SATE instructional frameworks and TECOM documentation processes
  • Experience managing document version control, configuration, and quality assurance in an ISO 9001-certified environment
  • Ability to collaborate with SMEs, analysts, and instructors to produce clear, doctrinally accurate deliverables
  • Understanding of document handling and security requirements within classified and unclassified systems

Requirements
Education & Certifications
  • Bachelor's degree in English, Communications, Technical Writing, or related field
  • Microsoft Office Specialist (MOS) Master Certification required within 90 days of hire
  • Proficiency with Adobe FrameMaker required
  • Certification in Technical Communication or related professional certification preferred

Experience Requirements
  • 5 + years of experience in technical writing, editing, or documentation management supporting DoD or defense programs
  • Prior experience supporting U.S. Marine Corps or Joint documentation development preferred
  • Familiarity with USMC doctrine, MAGTF C2 processes, and MSTP documentation standards desirable

Role Integration
The Technical Writer works closely with the Senior Technical Writer, C2 Analysts, and Multimedia Specialists to ensure consistency and quality across all MOCTT documentation. All work supports the MSTP Quarterly Work Plan and Doctrine SOP, contributing to the standardization, repeatability, and interoperability of MOCTT and MISTC training documentation.
Technical Writers are embedded with the MOCTT training team to capture evolving requirements through exercise planning sessions, training events, and AARs. They participate in weekly production reviews, maintain configuration control of all documentation, and apply structured editing workflows to ensure accuracy and timeliness.
