Job description

VISTA Technology Services, Inc. (VISTA) is currently seeking Entry Level Program Analysts to support a NAVSEA Ship Acquisition Program in the DMV Area.
This position is contingent upon contract award.
The Program Analysts will provide program, finance/budget, and contract support to a NAVSEA Major Defense Acquisition Program (MDAP). The ideal candidates for this position are self-starters, eager to learn and take on new challenges, with strong attention to detail, communication, and time management skills. They should be willing to learn, rolling up their sleeves to support the team in a fast-paced environment.
Responsibilities:
  • Support the Navy Participating Acquisition Resource Manager (PARM) and Senior Acquisition Analysts team
  • Assist finance/budget team with Program Objective Memorandum (POM) drills and submissions
  • Aid in tracking funding and identifying and scheduling Contract Data Requirement Lists (CDRLs) submittals/changes
  • Collect program data and assist with preparation of program status reports, briefings and presentations
  • Track and update action items and Task Planning Sheets (TPSs)
  • Attend and support meetings
  • Work with cross-functional teams, field offices and vendors at multiple work locations to collect inputs
  • Assist with internal and external data calls for contract status and requests for information
  • Work independently and with multiple teams to deliver quality products on time
  • Organize, research and manage multiple tasks

Basic Qualifications:
  • Some professional or federal/DoD relevant work experience
  • Proficient using MS Office365 (Teams, Outlook, Word, Excel, PowerPoint, Teams, SharePoint)
  • Excellent listening, written and oral communication skills
  • Excellent organizational, analytical, problem-solving, research, and prioritization skills
  • Meticulous attention to detail in document review and quality assurance
  • Ability to learn quickly on the job and carry out tasks with minimal guidance
  • Ability to operate independently within a team environment
  • Ability to obtain and maintain a DoD Secret Clearance

Desired Qualifications:
  • Bachelor's Degree
  • 1 year of Navy acquisition finance/budget, contract/CDRL, logistics, or program/project management experience
  • Knowledge of SCN funding
  • Familiar with Task Planning Sheet (TPS), Navy Enterprise Resource Planning (N-ERP), and NAVSEA Enterprise Planning System (NEPS)

Salary at VISTA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $40,000.00 to $45,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
