Job description

Job Summary The Program Manager for Inclusive Outcomes (EDIB) helps make King County Housing Authority a place where everyone feels respected, included, and able to succeed. This role leads efforts across the organization to turn our equity, diversity, inclusion, and belonging goals into real, everyday practices. In this role, you'll work with leaders, teams, and community partners to build programs, lead conversations, and provide guidance that supports a more inclusive workplace.

You'll help teams consider how their decisions and processes affect employees and the residents they serve, translating inclusion principles into measurable outcomes that strengthen both workforce practices and organizational effectiveness. You'll also track progress by gathering data and feedback to understand what's working and where we can improve. This work is carried out through group facilitation, program development, training, and data-informed evaluation, with the goal of creating meaningful, lasting change-so employees feel a stronger sense of belonging and we deliver more equitable services to the communities we serve.

Please note this position is open until filled; however, to ensure consideration applications should be received by June 16, 2026 at 4:30 p.m. Essential Functions Plan, organize, develop and evaluate initiatives and activities aimed at supporting KCHA's Inclusive Outcomes programs and activities which include assessing organizational needs, setting program goals, leading cross-functional teams, and ensuring alignment with agency priorities. Partner with stakeholders to analyze, develop, and implement new and/or improved policies and procedures applicable to cross-departmental Inclusive Outcomes initiatives

Work closely with internal and external partners, working groups, and other departments to coordinate equity and inclusion efforts, and maintain relations with community organizations and stakeholders. Serve on a variety of committees and task forces, including working in partnership with the Racial Equity Diversity and Inclusion (REDI) Committee. Train and provide technical support to develop, deliver, and evaluate training programs and resources that help staff at all levels integrate an "equity lens" into their daily work.

This includes creating educational materials, facilitating workshops on unconscious bias and inclusive practices, and offering guidance during challenging conversations. Establish, track and assess Inclusive Outcomes metrics and prepare periodic reports for senior management for evaluating/measuring the impact of the Inclusive Outcomes programs and activities, including but not limited to cross-cultural resource initiatives for return on investment. Collaborate cross-departmentally to develop survey instruments to measure satisfaction of EDI initiatives.

Create instruments linking Inclusive Outcomes and cross-cultural awareness to KCHA's operational practices, initiatives and strategies. Develop and execute agency-wide communication plans that explain inclusive outcomes work in clear, audience-appropriate language. Translate data, community input, and program results into compelling stories and key messages; create and coordinate communications (toolkits, talking points, intranet/email content, presentations, and other materials as needed).

Plan, coordinate, and support events that advance inclusive outcomes goals (e.g., training, listening sessions, outreach events, and internal convenings). Manage event logistics and timelines; coordinate with speakers/partners and internal stakeholders as needed. Collaborate and coordinate activities among KCHA's employee committees to enhance KCHA's culture of inclusive collaboration and leverage resources

Attend technical workshops, professional development opportunities, and local meetings to stay abreast of current trends and issues impacting the EDI sector. Qualifications and Competencies Required Qualifications: Bachelor's degree in Human Resources, Public Administration, Public Policy, Business Administration, or related field AND Considerable experience developing, implementing, and evaluating programs and initiatives that advance equity, engagement, and organizational effectiveness within a complex organization, with preferred experience in Human Resources, Equity, Diversity, Inclusion, and Belonging, Public Housing, or related fields OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position. Required Knowledge, Skills, and Abilities: Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position.

Applies thorough and current knowledge of human resources administration such as supporting equity, diversity, and inclusion principles and best practices to support organizational goals. Cultural sensitivity and competency, which is essential in serving economically disadvantaged, diverse populations with a particular focus on households that often fall through the community-based safety net. Maintains current knowledge of federal and state regulations, policies, and procedures related to equity, diversity & inclusion, Civil Rights Act of 1957, and HUD's Title VI Regulations.

Communicates with clarity and professionalism in both verbal and written formats, including the preparation of factual and policy-based documentation. Ability to compose and prepare strong technical correspondence; demonstrated proofreading and editing skills. Ability to understand, interpret and explain difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents to all levels of the organization.

Demonstrates exceptional presentation and facilitation skills. Ability to use tact, discretion, and diplomacy when dealing with sensitive or confidential information. Effective interpersonal relations skills with the ability to work collaboratively to garner trust, respect, and confidence from others; can be relied upon to achieve excellent results; ability to work effectively under pressure in a fast-paced environment.

A collaborative team member with well-developed organizational and time management skills; ability to develop effective working relationships; works cooperatively, exchanges ideas, and addresses issues in a constructive manner. Demonstrated skill with Microsoft Products (Word, Excel, PowerPoint, Project, Planner, Outlook, Teams, and SharePoint). Special Requirements: Consent to and pass a criminal records background check.

Position requires occasional off-site travel within the State of Washington for KCHA business needs. Driving is not an essential function of the position, and a valid driver's license is not required. New hires typically receive between minimum and midpoint; however, we may go slightly higher based on experience, internal equity and market. Salary is negotiable. Performance based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed on an annual basis.

Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.
