Job description

Job Title: SCA ID Card Specialist

Location: Marietta, GA

Job Summary:

Mano Lani LLC has an opening for an ID Card Specialist position to join our rapidly growing team in Marietta, GA. The Identification (ID) Card Section of Joint Force Headquarters (JFHQ) plays a crucial role in supporting the state of Georgia. This section is essential as the Recruitment and Retention (R&R) Command sends a high volume of personnel to update the Defense Enrollment Eligibility Reporting System (DEERS) and obtain ID cards. The office is responsible for issuing ID cards across all Service components, ensuring comprehensive support for all personnel throughout Georgia.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:

  • Perform all tasks related to ID card and Common Access Card (CAC) issuance, including researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined in Federal regulations.
  • Conduct weekly accountability checks for CAC-related stock items, including cardstock and printer consumables.
  • Issue memorandums of authorization for DoD installation Commissary and Exchange privileges to eligible customers promptly.
  • Access and update RAPIDS configuration utilities as needed, ensuring system settings remain accurate and functional.
  • Review RAPIDS system audit trails weekly and investigate security violations in coordination with the Security Manager.
  • Verify Early TRICARE eligibility for mobilizing service members.
  • Input Medicare Part B data into the system for eligible personnel.
  • Field and resolve customer complaints related to ID card services.
  • Identify and resolve system data discrepancies promptly and accurately.
  • Generate and submit reports for the G1, including ID card issuance statistics and stock usage trends.
  • Verify college student status and enrollment for dependents requesting ID cards.
  • Execute tasks as the state's liaison for DEERS/RAPIDS-related matters with the National Guard Bureau Project Office.
  • Ensure the security of DEERS/RAPIDS workstations, maintaining 100% compliance with DoD security protocols.
  • Maintain the state roster of RAPIDS users, including adding roles and updating access privileges.
  • Request, delete, and update DEERS logon IDs and security privileges.
  • Deactivate and report security violators promptly and in compliance with security protocols.
  • Report State Security Manager (SSM) changes to DEERS security immediately upon identification, meeting compliance with reporting requirements.
  • Maintain current site information, including site name, location, phone numbers, and mailing address.
  • Register, process, and maintain DEERS and RAPIDS data in accordance with Verifying Official responsibilities.
  • Perform routine operator maintenance on RAPIDS workstations and printers, including changing lamination and toner.
  • Ensure maximum protection against compromise or theft of sensitive information stored in RAPIDS.
  • Implement training and awareness programs for RAPIDS security, incorporating these into state security training programs.
  • Report information system security incidents for RAPIDS immediately upon discovery, following Incident Response Plan protocols.
  • Submit incident reports to the Identification Card Administration Project Management Office promptly and in compliance with reporting requirements.
  • Immediately report any unauthorized access attempts, system failures, or suspected defects that could lead to disclosure of sensitive DoD information.

Qualifications:

  • Bachelor’s level degree in Human Resources and/or Business Administration required or equivalent experience
  • 3 years of professional experience in management
  • Must be a US Citizen able to obtain and maintain the required security clearance for the position
  • Strong organizational and time management abilities.
  • In-depth knowledge of DEERS/RAPIDS systems, federal regulations regarding ID card and CAC issuance, and related processes.
  • Strong understanding of security protocols and compliance with DoD regulations for sensitive information management.
  • Minimum of three years of experience in loan management or a related field.
  • Strong organizational and documentation skills.
  • Strong attention to detail for verifying and managing documentation.
  • Excellent communication and customer service abilities.
  • Excellent communication and interpersonal skills.
  • Detail-oriented with a high degree of accuracy in documentation and reporting.
  • Ability to conduct briefings and training sessions effectively.
  • Completion of the Incentive Manager Course (Distance learning & resident phases).

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
