Job Summary
The Assistant Director of Title III provides strategic leadership, coordination, and operational oversight for the planning, implementation, administration, monitoring, and evaluation of federally funded Title III programs. Working under the direction of the Associate Vice President for Institutional Research, Effectiveness, and Title III, the Assistant Director assists in ensuring compliance with U.S. Department of Education regulations, the Education Department General Administrative Regulations (EDGAR), Uniform Guidance (2 CFR Part 200), institutional policies, and approved grant objectives.
The Assistant Director serves as a strategic partner to Activity Directors by providing technical assistance in project implementation, fiscal management, procurement, reporting, and performance assessment. This position collaborates extensively with Business Affairs, Human Resources, Procurement, Institutional Research, Information Technology, and academic and administrative units to ensure effective stewardship of federal funds while advancing institutional priorities, accreditation, student success, and organizational effectiveness.

Responsibilities
Grant Administration and Compliance
- Assist in the administration and day-to-day management of all Title III grant-funded activities.
- Monitor grant implementation to ensure compliance with federal regulations, EDGAR, Uniform Guidance (2 CFR Part 200), institutional policies, and grant conditions.
- Coordinate implementation schedules, timelines, milestones, and deliverables with Activity Directors.
- Review expenditure requests, purchase requisitions, contracts, travel authorizations, personnel actions, and budget modifications for grant compliance prior to approval.
- Conduct periodic compliance reviews and risk assessments to identify potential concerns and recommend corrective actions.
- Monitor grant expenditures in collaboration with the Title III Budget Manager and Business Affairs to ensure fiscal accountability.
- Assist with the development of annual operating plans, implementation strategies, and project timelines.
- Coordinate project monitoring activities to ensure approved objectives, performance indicators, and deliverables remain on schedule.
- Support strategic planning initiatives that align Title III investments with institutional priorities, accreditation standards, and student success initiatives.
- Assist with the development of competitive grant proposals, continuation applications, budget revisions, grant amendments, and other institutional funding opportunities.
- Provide technical assistance and training to faculty, staff, and Activity Directors regarding federal regulations, allowable costs, procurement requirements, project implementation, and grant compliance.
- Develop and maintain Title III operational manuals, policies, procedures, templates, and guidance documents.
- Coordinate workshops, meetings, compliance reviews, and professional development opportunities related to Title III administration.
- Maintain official grant files and electronic records in accordance with federal record-retention requirements.
- Coordinate documentation supporting monitoring visits, audits, desk reviews, and compliance assessments.
- Assist during U.S. Department of Education monitoring visits, audits, and institutional reviews by preparing documentation and coordinating institutional responses.
- Ensure timely resolution of monitoring findings and implementation of corrective actions when necessary.
- Utilize technology and AI-enabled administrative tools to improve workflow efficiency, reporting accuracy, document management, and grant compliance.
- Recommend and implement process improvements that strengthen operational effectiveness and reduce administrative burden.
- Support implementation of electronic workflow systems and compliance tracking tools.
- Serve as the primary designee for the Associate Vice President in matters related to Title III operations, grant administration, and institutional compliance, as assigned.
- May supervise Program and Compliance Coordinators, administrative support staff, graduate assistants, student assistants, or other assigned personnel.
- Assist with staff training, work assignments, performance evaluations, and professional development activities.
- Foster a collaborative, customer-focused environment that promotes accountability and continuous improvement.
- Performs other duties as assigned.
- Master's degree from an accredited institution in Higher Education Administration, Public Administration, Business Administration, Educational Leadership, Organizational Leadership, or a closely related field.
- Three to five years of progressively responsible experience in higher education administration, sponsored programs, grant management, institutional effectiveness, project administration, or a related field.
- Knowledge of Uniform Guidance (2 CFR Part 200), EDGAR, and federal grant compliance requirements.
- Experience managing budgets, preparing reports, and coordinating multiple complex projects simultaneously.
- Excellent written, verbal, organizational, analytical, and interpersonal communication skills.
- Strong problem-solving, project management, and organizational abilities.
- Proficiency with Microsoft Office Suite and enterprise information systems.
- Five or more years of experience administering federally funded higher education grants, including Title III, Title V, TRIO, NSF, NIH, or other U.S. Department of Education programs.
- Experience preparing Annual Performance Reports (APR), continuation applications, budget revisions, and federal grant reports.
- Experience coordinating federal monitoring visits, audits, or compliance reviews.
- Experience using Banner ERP, Argos, Cognos, Power BI, or similar enterprise reporting systems.
- Experience implementing technology solutions and AI-enabled administrative tools that improve grant management and operational efficiency.
- Project Management Professional (PMP), Certified Grants Management Specialist (CGMS), or comparable professional certification.
