About The Team

As a Director of Technical Program Management (TPM) on Capital One’s Cloud Operations Resilience Engineering (CORE) organization, we’re looking for someone that has experience is leading large scale complex programs spanning across multiple lines of business and divisions partnering with both business and product teams to deliver against technology intent for the Integration of two highly diverse technology ecosystems. In addition to the technical program, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve.

Key Responsibilities
  • Roadmap Strategy & Execution: Define, manage, and track the end-to-end integration roadmap, ensuring all workstreams remain aligned with overarching business objectives and delivery timelines.
  • Cross-Functional Orchestration: Coordinate complex technical workstreams across multiple internal sub-teams and infrastructure pillars (e.g., Cloud, Identity, and Connectivity) to ensure seamless operational enablement.
  • Solution Engineering & Standardized Patterns: Evaluate existing architectural patterns and technology solutions for integration readiness; identify gaps and drive the implementation of scalable, modern solutions where necessary.
  • Stakeholder Management: Act as a primary liaison between Cybersecurity, Risk, and Line of Business (LOB) partners to facilitate decision‑making, manage risk appetite, and resolve high‑level escalations.
  • Program Representation: Serve as the designated subject matter expert and lead representative for the organization in high‑level planning sessions and enterprise‑wide program meetings.
  • Continuous Improvement & Playbook Development: Codify "lessons learned" into a standardized, repeatable integration playbook to accelerate efficiency and consistency for future acquisitions and scaling efforts.
  • Governance & Operational Transition: Oversee ongoing governance, including controls and compliance requirements, while managing the smooth transition of integrated systems into Business‑As‑Usual (BAU) support models.
  • AI-Enabled TPM Delivery: Drive the adoption of AI‑powered project management and automation solutions across the TPM discipline to streamline delivery workflows, optimize resource allocation, and proactively identify timeline risks and cross‑functional dependencies.
Basic Qualifications
  • Bachelor’s Degree
  • At least 7 years of experience managing technical programs
Preferred Qualifications
  • 7+ years of experience designing and building data‑intensive solutions using distributed computing
  • 3+ years of experience in building distributed systems & highly available services using cloud computing services or architecture - preferably using AWS
  • 3+ years experience delivering large and complex programs - where you own the business or technical vision, collaborate with large cross‑functional teams, secure commitments on deliverables and unblock teams to land business impact
  • Experience in building systems & solutions within a highly regulated environment
  • MBA or Master’s Degree in a related technical field (Computer Science, Software Engineering) or equivalent experience

The minimum and maximum full‑time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part‑time roles will be prorated based upon the agreed upon number of hours to be regularly worked. McLean, VA: $230,400 - $263,000 for Director, Technical Program Management Plano, TX: $209,500 - $239,100 for Director, Technical Program Management Richmond, VA: $209,500 - $239,100 for Director, Technical Program Management Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter. This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
