Overview

The Quality Manager will be responsible for overseeing and directing quality management activities project-wide on large-scale infrastructure construction projects valued from $600 million to $2.5 billion or more, ensuring compliance with project quality specifications, regulatory quality standards, and contractual quality requirements.

Flatiron Dragados USA, Inc. seeks full-time Quality Manager to work at various unanticipated company project sites throughout the United States. Specific project locations cannot be predicted at this time because assignments depend on future project staffing needs and construction schedules. The employee will be assigned to a project site for extended periods depending on project needs. The employee will report administratively to company headquarters in Atlanta, Georgia. Once assigned to a project site, regular travel is not required. Remote work allowed one day per week.

What you will be doing

As needs arise, primary duties include:

  • Oversee the development, documentation, and implementation of the Quality Management Plan (QMP), quality control procedures, and Administrative Quality Management processes project-wide, including determining and implementing actions to address risks and opportunities to ensure the QMP achieves its intended results.
  • Establish project-wide standards for the preparation and maintenance of quality documentation and records, review documentation for conformance with project requirements, and coordinate with design and construction quality managers to ensure integration of the QMP across all project disciplines.
  • Manage quality control staff and ensure appropriate qualifications and resources for compliance with contractual requirements, including management of the Deputy Quality Control Manager (DQCM), Quality Assurance Manager, and Construction Quality Control Manager (CQCM).
  • Oversee and manage project-wide quality control testing and inspection activities, including hold-point inspections, evaluation of test results, and review of work product to verify adherence to project documents, specifications, and quality standards.
  • Lead internal quality audits project-wide, including audits conducted under ISO 9001 standards, to verify compliance with processes and procedures and ensure the implementation of required changes.
  • Manage processes for initiation and tracking of Non-Conformance Reports (NCRs), direct development and implementation of Corrective/Preventive Action Reports, and exercise discretion to stop work when construction activities fail to comply with project requirements or technical provisions.
  • Lead relationship with client with respect to all quality management matters project-wide and lead project quality meetings with all key internal and external stakeholders.
  • Identify opportunities for continuous improvement in quality systems and processes.
  • Will supervise approximately 3 immediate subordinates (number may vary over time) with titles such Deputy Quality Control Manager (DQCM), Quality Assurance Manager, and Construction Quality Control Manager (CQCM). May have approximately 40 ultimate indirect reports (numbers may vary over time).
What we are looking for

Bachelor's degree in Construction Management, Civil Engineering or a closely related field (or foreign equivalent) and 96 months (8 years) of experience in any occupations in which required experiences were acquired, including 5 years of progressive post-bachelor's experience.  Must have the following skills and/or experiences:

  • 8 years of experience managing project-wide quality matters on infrastructure construction projects valued at over $300 million.
  • 8 years of experience overseeing the development and implementation of Quality Management Plans (QMP) and quality control procedures project-wide on infrastructure construction projects valued at over $300 million.
  • 5 years of experience directing quality control staff and coordinating quality inspections, audits, hold-point inspections, and testing project-wide on infrastructure construction projects valued at over $300 million, including evaluating quality control test results to verify adherence to project specifications and quality requirements.
  • Experience managing processes for tracking of Non-Conformance Reports (NCRs) and Corrective/Preventive Action Reports to ensure compliance with project quality requirements on infrastructure construction projects valued at over $300 million.
  • 2 years of experience leading relationship with client representatives with respect to all quality management matters on infrastructure construction projects valued at over $300 million.
  • 8 years of experience setting standards for the preparation and maintenance of quality documentation and records to ensure compliance with project contractual requirements on infrastructure construction projects valued at over $300 million, including experience setting project-wide standards.
