Job description

Job Summary
Responsible for ensuring the business operations and systems of the department are working optimally and continuously reviewed for process improvements. Manages staff and coordinates the development and operations of procurement systems, tools and functions in support of the organization. Ensures quality control, perform evaluations, and monitors compliance.
ESSENTIAL FUNCTIONS
Supervise, train and prepare procedures and guidelines for procurement support staff.
Organize and attend meetings with college administration to obtain understanding of projects as assigned.
Responsible for development, management and compliance of Small Business participation.
Responsible for management of departments administrative support operations and records
Responsible for vendor outreach program and vendor registration process and systems.
Manage Purchasing Card Program.
Responsible for maintaining department's customer outreach program; end-user training program.
Responsible for maintaining departmental website (intranet and public).
Develop, implement and manage systems and programs for ongoing procurement automation and management reporting.
Responsible for management of department's policies and procedures ensuring both online and hard copy are up to date, consistent and compliant with applicable rules, regulations and laws.
Develop comprehensive goals, objectives and plans while guiding the Business and System Support operations within procurement operations and ensure that the established goals and objectives are communicated and obtained.
Responsible for report preparation and other administration tasks, as required by the Executive Director, Procurement Operations.
Act in the absence of the Executive Director, Procurement Operations as needed or required.
Perform other duties, tasks and assignments as required.
QUALIFICATIONS
Education & Experience
• Bachelor's Degree from an accredited institution, preferably in business administration, or related field required
• 7 years management experience purchasing/procurement and materials management required
• Demonstrated work experience in purchasing/procurement management in public administration, governmental agencies or military service preferred
Licensing & Certification
• Valid Texas Driver License
• Universal Public Procurement Certification Council (UPPCC) certification in the form of a CPPO or Institute of Supply Management (ISM) certification in the form of a C.P.M. or CPSM; or equivalent certification required. Applicants who do not currently have said certification will be considered provided they agree to obtain the certification within 18 months after employment

Working Conditions
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
