Overview

The Director of Recovery Services provides strategic and operational leadership for substance abuse and recovery-oriented services. This role is responsible for the integration of substance use disorder services across agency programs and service locations, including fixed-site clinics, mobile clinics, and community-based settings, ensuring equitable access to care for individuals experiencing homelessness. Grounded in trauma informed care and client-centered philosophies, the Director leads the development, implementation, and continuous improvement of recovery services that meet clients where they are and support a full continuum of engagementโ€”from safer use to treatment and recovery. The Director directly supervises substance use counselors and peer recovery staff, oversees outpatient substance use programming, and works collaboratively with medical, behavioral health, and outreach teams to ensure coordinated, whole-person care. This role also provides oversight of recovery-focused grants, ensuring program compliance, optimal performance, and timely reporting.


Key Role Responsibilities

  • Provides strategic and operational leadership for agency-wide recovery services, translating organizational priorities into effective, coordinate programming across service settings.
  • Guides the design, implementation, and ongoing management of outpatient substance use services, ensuring application of evidence-based practices while honoring and incorporating community-defined pathways to healing and recovery.
  • Directly supervises substance use counselors and peer recovery staff, supporting staff performance, professional development, and delivery of high-quality, client-centered care.
  • Provides individual and group services to a small number of clients to remain engaged in direct practice and informed by client experience.
  • Ensures strong clinical and service delivery standards, including effective engagement strategies, group and individual services, and coordination with interdisciplinary teams to support whole-person care.
  • Oversees billing and documentation practices, ensuring services are accurately documented, meet regulatory and payer requirements, and are submitted in a timely manner to support reimbursement.
  • Partners with grants staff to manage recovery-focused grants and initiatives, including tracking deliverables, monitoring performance metrics, and ensuring accurate and timely reporting.
  • Manages operational aspects of recovery services, including procurement and management of program supplies, with specific responsibility for contingency management programs and associated materials and incentives.
  • Cultivates and maintains internal and external partnerships to strengthen referral pathways, expand resources, and support a comprehensive, community-based response to substance use.


Formal Education and Training

  • Masterโ€™s degree in social work or counseling required
  • License by the Maryland Board of Professional Counselors or the Board of Social Work Examiners (LCPC or LCSW-C) required
  • Board approved supervisor designation required


Experience

  • Minimum four years of experience working with individuals with substance use disorders, including delivery of assessment, treatment, and recovery support services
  • Minimum two years of experience supervising staff and/or interns, providing guidance, performance management and professional development
  • Knowledge and application of harm reduction philosophy and practices
  • Experience working with underserved populations, including individuals experiencing homelessness or other significant barriers to care
  • Experience ensuring compliance with grant-funded programs


Skills

  • Clinically versed in evidence-based treatment modalities and able to support staff in learning and integrating them into direct care.
  • Well-developed interpersonal skills necessary to build trusting relationships with clients, staff, and community partners
