Job Summary The Director of Emergency Management serves as the County's lead authority for emergency preparedness, disaster response, recovery, and mitigation efforts. This executive leadership position is responsible for developing, coordinating, and administering Mono County's comprehensive emergency management program while ensuring compliance with state and federal requirements. The Director oversees emergency planning, Emergency Operations Center (EOC) readiness, grant administration, budget development, and staff supervision, while building strong partnerships with local jurisdictions, first responders, community organizations, and state and federal agencies.
This role requires a strategic leader who can effectively coordinate multi-agency emergency response efforts and provide confident leadership before, during, and after disasters to protect the residents and visitors of Mono County. Ideal Candidate The ideal candidate is a collaborative and decisive emergency management professional with extensive experience leading complex emergency preparedness, response, and recovery operations.
They possess a strong understanding of FEMA, Cal OES, SEMS, NIMS, and Incident Command System (ICS) principles and have successfully managed Emergency Operations Centers, emergency planning initiatives, grant-funded programs, and multi-agency disaster responses. This individual is a skilled communicator who thrives under pressure, builds trusted relationships across diverse organizations, and confidently leads teams during high-stress situations. They have demonstrated experience managing budgets, supervising professional staff, securing and administering grants, and presenting to executive leadership, elected officials, and the public.
The successful candidate is proactive, organized, politically astute, and committed to continuous improvement, ensuring the County remains prepared for natural disasters, public safety emergencies, and other hazards unique to a rural mountain community. Additional Information TRAINING AND EXPERIENCE A Bachelor's Degree from an accredited college or university in emergency management, public safety, public or business administration, or a related field; AND five years experience in emergency management. Experience must include a minimum of one year at the full supervisory level that includes experience in the management of an Emergency Operations Center, disaster preparedness plans, educational/training programs, and the coordination of multi-agency and municipal emergency response.
SPECIAL REQUIREMENTS Possession of a California Specialized Training Institute (CSTI) Emergency Management Specialist Certificate or; International Association of Emergency Manager (IAEM) or; Certified Emergency Manager (CEM) or; Associated Emergency Manager (AEM) is desirable. Completion of Federal Emergency Management Institute (FEMA) Professional Development Series must be obtained within one (1) year of appointment. PHYSICAL DEMANDS AND WORKING CONDITIONS Mobility to sit, stand, operate a computer and related equipment.
Walk for extended periods over difficult terrain. May lift and carry equipment and training materials weighing up to fifty (50) pounds. Perform the full range of body movements including reaching, bending grasping and climbing.
Work extended and unusual hours, including weekends, holidays, and/or off-hour shifts during emergencies or disaster situations and during training programs or preparedness exercises. Remain on-call in case of emergencies. REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: Possess a valid California C driver's license.
Be available to work irregular and unusual work schedules as required to effectively manage an emergency response program. Be able to work under unusual and/or adverse physical, mental, and/or sensory conditions needed during emergency response, i.e., inclement weather, dust, noise, smoke, and stressful situations. Must pass a background check and Livescan.
