Job DescriptionPosition Purpose:

This position is responsible for directing all activities related to the management of the Mid-Atlantic Engineering Department for the successful delivery of the overall capital plan for the region. Projects will include Water and Wastewater Projects, including water treatment upgrades, pump stations, storage tanks, pipelines, and other facilities, and wastewater upgrades related to wastewater plants, lift stations and the collection system.

The candidate works closely with Engineering and Operations personnel, managing and coordinating program activities utilizing a cross functional team approach.

The candidate works with a variety of internal and external stakeholders to ensure the capital plan is developed and delivered to meet the system needs, while working with Regulators on compliance and rate filing activities, and being part of a Team to implement the Company’s strategic growth plan.

Primary Duties/Responsibilities:
  • Accountable for delivery of $50M+ of water/wastewater projects annually, including conceptual design/development, coordination of pilot testing, development of the project plans and project delivery through closeout.
  • Responsible for hiring, supervising, managing, mentoring the Engineering Team.
  • Works closely with the rate department to develop capital plans and testimony for rate filings as well as testifying before rate commissions as needed.
  • Support or lead business development efforts and participate in external professional activities that enhance Veolia’s standing with state, regional, and national environmental and economic regulators.
  • Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications of projects.
  • Manage environmental and governmental permitting in coordination with local business unit staff.
  • Support the oversight of construction management personnel to ensure timely completion of assignments, budget compliance and adherence to applicable standards.
  • Drive efficiency into project delivery through the monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
  • Provide monthly reports to management regarding the status of capital projects and issues affecting project performance.
  • Participate in the development of engineering design and delivery processes and standards.
  • Provide technical expertise on engineering and operational issues and support facility condition assessments for water/wastewater operations.
  • Ability to work transversally with corporate and local business units.
Work Environment:
  • Successful candidates must be willing to travel to the various business unit sites as per job requirements.
  • Job sites generally located within a 30-mile radius of the local office with the occasional requirement for sites that are a longer distance.
  • The Director of Engineering for the Mid-Atlantic region will be based in either Wilmington, DE or Harrisburg, PA, with regular presence required at both office locations.
QualificationsEducation/Experience/Background:
  • Bachelor's Degree in Civil, Mechanical or Environmental Engineering.
  • Minimum 15 years of experience managing water/wastewater design and construction projects and upgrade projects for treatment plants, pumping stations, wastewater collection systems and water transmission/distribution systems.
  • 5+ year Experience leading and managing multi-faceted teams.
  • Experience utilizing alternate project delivery methods (design-build, integrated project delivery) and contracting methods (guaranteed maximum price, reimbursable).
Knowledge/Skills/Abilities:
  • Thorough working knowledge of water and wastewater processes and system development.
  • Superior personal effectiveness skills, visible "leadership by example" utilizing participative management involving employees and teamwork whenever possible.
  • Strong project management skills (initiating, planning, executing, monitoring, controlling and closing).
  • Strong communication, presentation and reporting skills.
  • Computer skills (MS Project, Google Suite, Oracle PeopleSoft, Oracle Hyperion or other planning/performance/budgeting tools a plus).
  • Financial analysis skills, including budget management, ongoing assessment of project risks/opportunities and basic accounting knowledge.
Required Certification/Licenses/Training:
  • Professional Engineer License (PE) required.
  • PMP and/or Construction Management certifications a plus.
