Title: Director Business Development
Reports To: CEO
Salary: $200K - $240K
Position Summary
The Business Development Director leads all commercial growth initiatives within the corporation's markets, overseeing the identification, qualification, development, and capture execution of all business opportunities for the corporation. This role manages a team of Business Development Managers and internal business development systems, policies and processes to ensure disciplined pipeline management, consistent progress toward targets, and alignment with corporate growth objectives. The Director builds and strengthens relationships internally with the Chief Operations Officer and portfolio company presidents to develop and achieve their respective business strategy objectives, and externally with government agencies, primes, and partners to expand the company's footprint in its markets.
Key Responsibilities:
  • Team Leadership - Lead a team of Business Development Managers aligned with the portfolio of companies and their respective markets; set performance expectations, monitor progress, and ensure accountability for pipeline development and capture activities.
  • Pipeline Development - Build, manage, and qualify a robust pipeline of federal opportunities included but not limited to SAM.gov, GovWin, OTAs, agency forecasts, and industry networks.
  • Sales Database - Routinely assess pipeline opportunity accuracy, fidelity, capture planning progression, and high probability forecasts.
  • Capture Management - Direct capture activities including customer engagement, competitive analysis, solution shaping, and win-theme development.
  • Customer Engagement - Establish and maintain relationships with contracting officers, program managers, and key government stakeholders.
  • Teaming & Partnerships - Identify, negotiate, and manage teaming agreements and strategic partnerships with primes and subcontractors.
  • Sales Accountability - Contributes to annual sales goals by developing a qualified pipeline, improving opportunity quality, and supporting successful contract wins and awards.
  • Brand & Presence - Represent the company at industry days, conferences, and agency outreach events.
  • Internal Collaboration - Partner with Capture, Proposals, Pricing, Contracts, Operations, and Executive Leadership throughout pursuit lifecycle. Support go/no-go decisions. Ensure customer intelligence is transitioned effectively into capture and proposal development.

Required Qualifications:
  • Federal Contracting Experience - at least 10 or more years of Business Development or capture experience within the federal sector.
    • Strong understanding of applicable compliance, regulatory, and operational requirements.
  • Demonstrated success winning work with agencies such as DoD, DHS, VA, HHS, or other agencies that aligned with the company's portfolio.
  • Strong understanding of the full proposal lifecycle, including Shipley or similar methodologies.
  • Proven ability to implement and maintain internal systems, tools and processes to drive opportunity funnel, efficient use of BD team resources, market or better win rates, and backlog development.
  • Proven ability to build and maintain senior-level government and industry relationships.
  • Excellent written and verbal communication skills, to include preparing and presenting executive-level briefings.

.Preferred Qualifications:
  • Demonstrated success in the federal professional services market
  • Shipley certification or equivalent capture/proposal training.
  • Experience managing IDIQs, GWACs, BPAs, and OTAs.
  • Background in leading capture for large, complex federal programs.
  • Established relationships within targeted federal agencies.
  • Experience working in mid-size or large government contracting environments.
  • Ability to obtain and maintain a security clearance is highly preferred.
