POSITION SUMMARY:
The Web and Digital Services Director is the institutional steward of Bethune-Cookman University's digital presence, responsible for the design, development, governance, and continuous maintenance of all external and internal university web properties. This is a working director role: the incumbent is simultaneously the department lead for Web & Digital Services (WDS) and the primary practitioner responsible for hands-on production. The Director does not manage the web from a distance; they build it, maintain it, troubleshoot it, and improve it, while also developing the governance framework and training infrastructure that enable university stakeholders to contribute responsibly and consistently.
The Web and Digital Services Director administer B-CU's web ecosystem using Omni CMS by Modern Campus as the institution's primary content management system, with direct responsibility for component configuration, template architecture, publishing workflows, and contributor management. The Director maintains and develops Microsoft SharePoint-based portals and internal digital environments to serve the operational needs of faculty, staff, and students. Working knowledge of React.js, Tailwind CSS, CSS, and JavaScript support the front-end development and customization work this role performs directly. Across all web properties, the Director ensures compliance with Web Content Accessibility Guidelines (WCAG) and applicable federal accessibility regulations and carries responsibility for building and sustaining the web governance policies, standard operating procedures, and training programs that protect institutional quality and accessibility standards.
The Web and Digital Services Director reports directly to the CIO and operates within a matrixed CIT environment. The role maintains a dotted-line working relationship with the Director of Creative Services on matters of brand, visual identity, and content standards, and collaborates closely with the Enterprise Applications and Solutions (EAS) and Security and Integration Services (SIS) departments on portal integrations, authentication, and system-connected web functionality. As the founding practitioner of a newly activated WDS unit, the Director brings a builder's orientation: ownership-driven, proactive, and fully capable of establishing the operational foundation of the department while delivering on day-to-day web responsibilities without a dedicated supporting team.
ESSENTIAL FUNCTIONS:
Web Platform Administration and Development
The Web and Digital Services Director holds direct, hands-on responsibility for all university web properties. This includes day-to-day platform administration, front-end development, and technical maintenance across B-CU's external and internal digital environments.
- Administers and maintains all university websites within Omni CMS by Modern Campus, including site architecture, page templates, reusable components, asset libraries, and publishing workflows.
- Develops and maintains front-end web solutions using HTML, CSS, JavaScript, React.js, and Tailwind CSS to support institutional design requirements, functional enhancements, and component-level customization.
- Manages domain configurations, URL structures, redirects, and content lifecycle protocols in coordination with relevant institutional stakeholders.
- Monitors platform performance, uptime, and cross-browser compatibility, resolving issues promptly and escalating to vendors or CIT infrastructure partners as appropriate.
- Coordinates with SIS on authentication, SSO integration, and security-related web configurations to ensure alignment with institutional security standards.
Content Management System Governance and Enablement
Effective stewardship of Omni CMS requires not only technical proficiency but also a governance model that empowers distributed contributors while protecting institutional quality and brand standards. The Director builds, maintains, and administers that model.
- Configures and manages CMS components, page templates, snippets, and reusable asset libraries to support consistent, brand-aligned content production across departments.
- Establishes and administers CMS access controls, contributor roles, and publishing permissions aligned with institutional web governance policies and security requirements.
- Maintains the Omni CMS environment in coordination with Modern Campus support resources, applying platform updates, patches, and configuration changes as needed.
- Develops and maintains documentation on CMS architecture, component library inventory, and workflow configurations to support institutional knowledge continuity.
- Provides hands-on technical support for CMS-related service requests, resolving issues at the component, template, and workflow levels.
Internal Portal Development and Administration
B-CU's internal digital environments serve faculty, staff, and students with the resources, tools, and communications essential to daily operations. The Director is responsible for the design, development, and ongoing administration of SharePoint-based portals and intranet environments.
- Designs, builds, and maintains SharePoint sites and portals for internal audiences, including departmental intranets, project collaboration spaces, and staff resource hubs, with attention to usability, navigation, and information architecture.
- Establishes governance standards for internal portals, including naming conventions, site ownership assignments, permissions management, and lifecycle policies.
- Coordinates with EAS, ITS, and departmental stakeholders to connect portal environments with enterprise systems and workflows where integration supports operational efficiency.
- Manages portal change requests and provides guidance to site owners on content management, SharePoint functionality, and institutional internal web standards.
- Maintains documentation on portal architecture, site ownership assignments, and governance procedures to support institutional continuity.
Web Governance, Standards, and Accessibility Compliance
Web governance is a core deliverable of this role, not a background function. Under CIO direction, the Director develops and maintains the governance framework that ensures B-CU's web properties are consistent, accessible, compliant, and aligned with brand and regulatory standards.
- Develops, documents, and administers B-CU's web governance policies, including content standards, link management protocols, image usage requirements, accessibility standards, and site lifecycle procedures.
- Ensures all university web properties meet WCAG 2.1 AA compliance at minimum, conducting regular accessibility audits, remediating identified deficiencies, and tracking progress toward WCAG 2.2 alignment.
- Monitors applicable federal and institutional requirements for digital accessibility, including Section 508 of the Rehabilitation Act and ADA Title II provisions for public-facing digital content, and ensures institutional web practices remain compliant.
- Coordinates with the Director of Creative Services on the application of institutional brand and visual identity standards to web properties, maintaining alignment between digital governance and university communications guidelines.
- Surfaces web governance findings, compliance risks, and policy recommendations to the CIO for review and direction.
Training, Documentation, and Standard Operating Procedures
A sustainable web presence depends on trained contributors and documented processes. The Director designs, builds, and delivers the training and documentation infrastructure that enables university stakeholders to participate in the web with consistency and confidence.
- Develops and delivers training programs for departmental CMS contributors covering Omni CMS operations, component usage, content standards, accessibility requirements, and institutional web policies.
- Creates and maintains standard operating procedures (SOPs) for web-related functions, including content request workflows, site launch processes, accessibility review procedures, and routine maintenance tasks.
- Builds and maintains a web contributor knowledge base, including how-to guides, quick reference resources, and instructional documentation accessible to non-technical staff across the institution.
- Conducts onboarding sessions for new CMS users and site owners, and delivers periodic training refreshers as platform updates and policy changes warrant.
- Documents all WDS operational workflows, escalation paths, and platform configurations to support business continuity and institutional knowledge retention.
Cross-Functional Coordination and Digital Project Support
The Web and Digital Services Director operates in a collaborative, matrixed CIT environment and maintains effective working relationships across departments and university partners to deliver on digital projects and institutional priorities.
- Collaborates with EAS on integrations connecting university web properties to enterprise systems, including Element451, Jenzabar, and other platforms that contribute to B-CU's digital front door experience.
- Coordinates with SIS on web security, authentication workflows, and compliance-related configurations that intersect with web platform operations.
- Partners with the Director of Creative Services on campaign-driven web content, visual design alignment, and digital communications initiatives.
- Receives, triages, and manages web-related service requests through ManageEngine ServiceDesk Plus Cloud Enterprise, maintaining timely resolution and clear stakeholder communication throughout.
- Represents WDS in CIT project teams and institutional planning conversations as directed by the CIO.
Web Performance Monitoring and Continuous Improvement
The Director monitors the health and effectiveness of B-CU's web ecosystem and provides the CIO with data-informed analysis to guide decision-making and resource planning.
- Monitors web analytics across university properties using Google Analytics or an equivalent platform, preparing regular performance summaries for CIO review.
- Conducts periodic web audits covering content currency, broken links, accessibility compliance, page load performance, and mobile responsiveness, developing remediation plans for identified issues.
- Identifies opportunities to improve site performance, search engine visibility, user experience, and digital accessibility, surfacing recommendations through appropriate supervisory channels.
- Stays current on Omni CMS platform developments, front-end development best practices, and evolving web accessibility standards, applying relevant updates to B-CU's web environment under CIO direction.
- Prepares summary reports and briefing materials on WDS operations and web performance for leadership review.
MINIMUM EDUCATION and EXPERIENCE:
A bachelor's degree in Web Design, Computer Science, Digital Media, Communications, Information Technology, or a closely related field is required. An equivalent combination of education and directly relevant professional experience may be considered. Candidates must have a minimum of one to three years of professional experience in web administration, content management, or digital services. This experience must include demonstrated proficiency in the administration of an enterprise content management system (Omni CMS by Modern Campus or a comparable platform), hands-on front-end development using HTML, CSS, JavaScript, React.js, and Tailwind CSS, and working knowledge of WCAG accessibility standards and their practical application to web content and component design. Candidates must demonstrate the ability to function as an independent practitioner, manage concurrent priorities without direct team support, and communicate proactively and clearly with supervisors and non-technical institutional partners.
QUALIFICATIONS:
Preferred qualifications include the following:
- Professional experience in a higher education environment or a similarly complex, multi-stakeholder institution
- Demonstrated experience with Omni CMS by Modern Campus, including template configuration, component development, workflow administration, and contributor management
- Google Analytics certification or demonstrated proficiency in web analytics platforms and performance reporting
- Experience applying search engine optimization (SEO) principles within a CMS-managed institutional web environment
- Familiarity with ADA Title II and Section 508 compliance as applied to digital content and public-facing web platforms
- IAAP (International Association of Accessibility Professionals) certification or an equivalent accessibility credential
- Experience developing standard operating procedures, governance documentation, and training materials for distributed web contributors
- Familiarity with enterprise system integrations as they relate to web front-end experiences, including CRM, ERP, or LMS connections
- Experience working within an HBCU or minority-serving institution
KNOWLEDGE, SKILLS, AND ABILITIES:
Enterprise CMS Administration - Demonstrated ability to configure, maintain, and govern an enterprise content management system at the component, template, and workflow levels, with particular proficiency in Omni CMS by Modern Campus or a comparable platform used in higher education web environments.
