DIGITAL ACCESSIBILITY SUBJECT MATTER EXPERT (SME)

The Digital Accessibility SME will provide senior-level technical and strategic accessibility expertise supporting an enterprise digital accessibility initiative. The SME will assess current accessibility readiness and provide expert recommendations related to ADA Title II compliance, WCAG 2.1 Level AA, digital accessibility governance, testing and assessment methodologies, digital assets, accessibility technology, vendor accessibility, and long-term compliance.

This position will serve as a primary technical accessibility advisor to the project team and client stakeholders.

Key responsibilities include:

1. Accessibility Readiness Assessment and Gap Analysis:

  • Conduct and/or lead assessment of the client's current digital accessibility environment.
  • Evaluate accessibility across public websites and webpages, digital documents and PDFs, online forms, digital services, social media practices, videos and multimedia, accessibility workflows, and existing policies and procedures.
  • Conduct and guide both manual and automated accessibility evaluation techniques.
  • Identify accessibility gaps, risks, and compliance priorities.
  • Develop prioritized findings and actionable recommendations.
  • Provide expert interpretation of ADA Title II and WCAG 2.1 Level AA requirements.

2. Digital Accessibility Program and Technical Advisory:

  • Provide technical expertise supporting development of the Accessibility Governance Framework.
  • Recommend sustainable accessibility standards, workflows, and monitoring practices.
  • Advise on processes for reviewing and validating public-facing digital content.
  • Provide guidance regarding accessibility exceptions permitted under applicable requirements.
  • Support development of methodologies for identifying, categorizing, prioritizing, and managing digital assets.
  • Advise project leadership and stakeholders on accessibility risks and best practices.

3. Accessibility Tools and Technology:

  • Evaluate accessibility tools and technologies that may support ongoing compliance.
  • Assess PDF remediation and document accessibility tools.
  • Evaluate website monitoring platforms and accessibility testing tools.
  • Evaluate issue tracking, reporting, dashboard, and training technologies.
  • Develop tool evaluation criteria and implementation recommendations.
  • Provide cost and implementation considerations associated with recommended technologies.

4. VPAT and Vendor Accessibility:

  • Develop guidance for evaluating accessibility during future technology acquisitions.
  • Establish a methodology for reviewing Voluntary Product Accessibility Templates (VPATs) and related accessibility documentation.
  • Develop accessibility evaluation criteria and checklists.
  • Support development of vendor accessibility questionnaires.
  • Provide recommendations for documenting accessibility considerations in technology acquisitions.
  • Advise stakeholders on third-party digital accessibility considerations.

5. Training and Knowledge Transfer:

  • Provide subject matter expertise in developing accessibility training.
  • Support training covering accessibility awareness and general staff responsibilities.
  • Provide technical guidance for training related to PDFs, documents, presentations, websites, video, and social media.
  • Support development of procedures, guidelines, checklists, and ongoing learning resources.
  • Participate in knowledge-transfer activities designed to strengthen internal accessibility capabilities.

Required qualifications to be successful in this role:

  • Extensive professional experience in digital accessibility, ADA compliance, accessibility consulting, or a closely related discipline.
  • Advanced knowledge of ADA Title II and WCAG 2.1 Level AA requirements.
  • Demonstrated experience conducting digital accessibility assessments and gap analyses.
  • Experience with manual and automated accessibility evaluation methodologies.
  • Broad knowledge of accessibility across websites, PDFs, digital documents, online forms, multimedia, and other public-facing digital content.
  • Experience developing accessibility findings, recommendations, prioritization strategies, and implementation guidance.
  • Experience with accessibility testing, monitoring, and/or remediation technologies.
  • Experience evaluating VPATs and accessibility documentation.
  • Knowledge of accessibility governance, policies, workflows, and compliance practices.
  • Strong analytical, technical writing, advisory, and communication skills.
  • Ability to communicate accessibility requirements to technical and nontechnical audiences.

Preferred skills include:

  • Experience supporting digital accessibility programs for public agencies, special districts, municipal governments, or other state/local government organizations.
  • Experience with enterprise ADA Title II compliance initiatives.
  • Experience developing accessibility governance frameworks and strategic roadmaps.
  • Experience with accessible PDF/document practices and testing.
  • Experience evaluating accessibility technology and monitoring solutions.
  • Experience developing or delivering accessibility training.
  • Relevant accessibility certifications such as IAAP CPACC, WAS, CPWA, or DHS Trusted Tester.
