NOW HIRING: PROGRAM MANAGER – OR DHS / OHA
Client: Oregon DHS / Oregon Health Authority (OHA)
Position: Program Manager
Location: Hillsboro, OR – ONSITE
Overall Experience: 15+ Years Required
Work Authorization: USC / H-4 EAD ONLY

POSITION OVERVIEW
Oregon DHS / OHA is seeking an experienced Program Manager to support the Oregon State Public Health Laboratory (OSPHL) with the implementation of a new Laboratory Information Management System (LIMS).
The Program Manager will support the Senior Project Manager and focus on organizational change management, communications, team coordination, decision tracking, vendor coordination, project scheduling, and User Acceptance Testing (UAT).
KEY RESPONSIBILITIES
• Manage multiple complex project schedules, timelines, milestones, and critical paths
• Monitor project progress and ensure timely completion
• Identify, manage, and escalate project risks and issues
• Coordinate resources across multiple project activities
• Liaise with LIMS vendors and OSPHL/OIS teams
• Support organizational change management and User Acceptance
• Manage and coordinate UAT activities for the LIMS replacement project
• Prepare biweekly project status reports and management reports
• Track resource capacity and identify over-allocation/under-utilization
• Support project planning, scheduling, and LIMS subprojects
• Assist with EIS project deliverables and related OSPHL projects
REQUIRED SKILLS & EXPERIENCE
• 15+ years of overall professional experience
• Prior State Government experience – REQUIRED
• Strong Project / Program Management experience
• PMP Certification – REQUIRED
• Strong knowledge of PMI / PMBOK methodologies
• Strong Office 365 / Microsoft Office experience
• Exceptional written and verbal communication skills
• Ability to work effectively in a remote/hybrid environment
• Strong stakeholder, vendor, and cross-functional team management skills
